In the past decade, the concept of global tourism development has clearly reflected a "social orientation". This is not only the result of people's reflection on many problems in tourism, but also the reflection of the rising trend of economic ethics and corporate social responsibility in recent years, and it is also deeply in line with the new development concept of "overall planning, people-oriented, comprehensive, coordinated and sustainable" advocated by the new government of our country. From the advocacy of WTO, WTTC and BITS, we feel that they are full of social care and are looking forward to the change of new tourism thinking.
World Tourism Organization (WTO): "Promoting people-oriented social development through barrier-free travel"
As early as the 1980s, the World Tourism Organization proposed to promote people's self-improvement through tourism and advocate people-oriented development. In the Tourism Right Law and Tourism Regulations, WTO regards "tourism provides people with opportunities for education, exchange and development" as an important function. The Code of Global Tourism Ethics formulated by the World Tourism Organization 1999 proposes that tourism should strive to promote mutual respect and understanding among people and countries, respect equality and promote human rights; Advocate stakeholders in tourism development to share obligations, promote sustainable development and the utilization and protection of cultural heritage, and promote local people to participate in tourism on an equal footing and share the benefits.

World Travel and Tourism Council (WTTC): "New Tourism Blueprint"
The World Travel and Tourism Council is a forum for the leaders of global 100 tourism enterprises. As a representative of the tourism industry, WTTC appeals to all stakeholders in the tourism industry to respond to the call of "new tourism blueprint", wait for development for a long time, and strive to practice "new tourism" to promote the sustainable development of tourism, the largest industry that has created about 200 million jobs and 65,438+00% GDP worldwide, so as to benefit more people.
WTTC's new tourism blueprint puts forward a new strategic framework to ensure that "the future tourism will serve everyone". Enterprises should incorporate social responsibility into their core values and put it into their daily actions, which will help to establish a positive brand image, attract tourists and investors with social and environmental awareness, and be commended by the government. In the next five years, those enterprises that dare to set an example in social affairs will become winners in market competition.
In addition, WTTC has established the "Tomorrow's Travel" Award to reward and promote the sustainable development best practices of tourism destinations, NGOs and tourism enterprises.
International Social Tourism Organization: "Social Tourism: Shaping Society"
The International Social Tourism Organization is a non-profit organization dedicated to "promoting the concept of social tourism internationally", with numerous branches and members in many countries (especially Europe, North America and South America). Its members include multinational travel groups, travel clubs, youth hostels, car companies and non-governmental organizations, and 12 government organizations are honorary members.

The concept of "social tourism" advocated by bilateral investment treaties is linked to the broader "fair tourism". Hall defines social tourism as "tourism involving the economically poor and other socially disadvantaged groups * * *-this includes not only giving the poor equal rights to participate in tourism in person, but also benefiting the disadvantaged groups through tourism development".
BITS put forward four missions of social tourism in its articles of association: 1) reducing social exclusion, promoting social equity and free development of people;
2) Establish a new type of partnership among stakeholders, so that a wide range of participants can enjoy the fruits of development;
3) Bring new non-resource consumption development mode to backward areas and promote sustainable development;
4) Make tourism a part of the global development plan and promote the flow of economic resources from developed areas to backward areas.
BITS slogan "social tourism: the shaper of society" fully expresses the social ideal of this international organization.
