Organizational functions

1. Implement the party and state’s policies, laws, regulations and planning outlines related to poverty alleviation and development.

2. Responsible for the organization, implementation, overall planning and coordination of the municipal party committee and municipal government’s poverty alleviation work, and ensure that the city’s poverty alleviation tasks are completed as scheduled.

3. Organize the formulation of the city’s medium- and long-term development plans and annual plans for rural poverty alleviation and development and organize their implementation.

4. Organize and implement the city’s standards, procedures and methods for identifying poor targets for poverty alleviation and development, as well as the exit of the poor and the delisting of poor villages, and be responsible for the management of the establishment of files and cards for the city’s poor population.

5. Formulate the city's poverty alleviation supervision and inspection and poverty alleviation and development effectiveness assessment work plan, formulate implementation details, organize and carry out the city's poverty alleviation supervision and inspection work, and conduct the city's poverty alleviation and development effectiveness assessment work .

6. Organize and coordinate the city’s social poverty alleviation work. Organize and mobilize central, provincial and municipal units and social forces to participate in poverty alleviation and development. Coordinate Suihua Municipal Government agencies to carry out targeted poverty alleviation work in our city.

7. Coordinate the city’s industrial poverty alleviation work, and coordinate relevant departments to carry out technology poverty alleviation, tourism poverty alleviation, photovoltaic poverty alleviation, and e-commerce poverty alleviation. Responsible for organizing and coordinating financial and insurance institutions, and promoting the implementation of financial and insurance poverty alleviation policies.

8. Responsible for organizing and coordinating the construction of old areas. Coordinate the implementation of old district development plans and old district development and construction policies.

9. Guide the village work team and the first secretary to carry out assistance work.

10. Organize and coordinate relevant departments to formulate employment, entrepreneurship and labor transfer policies for poor people. Responsible for supporting middle and high vocational education for students from registered poor families.

11. Organize and carry out poverty alleviation publicity work.

12. Undertake other matters assigned by the Provincial and Suihua City Poverty Alleviation Office, and undertake the daily work of the Municipal Poverty Alleviation and Development Leading Group.
