Libo was the county seat of Wuxian County in the thirty-sixth year of Ying Zheng, King of Qin (22 BC1). In the third year of Emperor Taizong's Zhenguan reign (AD 629), he settled in Polan County (after the water was broken, the three capitals were now Hengfeng, which originally belonged to Libo); From the first year of Xuanzong Kaiyuan (AD 7 13) to the third year of Tianbao (AD 744), he moved the capital to Laozhou and Ezhou (Laozhou is now an old village and Ezhou is near the county).
