According to the problems reflected by on-site inspections and tourists' complaints and the seriousness of their impacts, after deliberation by the director's office of the National Tourism Administration, the National Tourism Commission decided to give serious warnings to three 5A-level scenic spots, including Old Town of Lijiang Scenic Spot in Lijiang City, Yunnan Province, Jingbo Lake Scenic Spot in Mudanjiang City, Heilongjiang Province, Laohutan Ocean Park in Dalian City, Liaoning Province and Tiger Beach Polar Pavilion, and ordered them to make rectification within six months.

Among them, the problems existing in Old Town of Lijiang Scenic Spot in Lijiang City, Yunnan Province are mainly: the complaint rate of tourists remains high for a long time, the personal and property safety incidents of tourists are frequent, which has repeatedly caused serious social adverse effects, the contradiction between the aborigines of the ancient city and the tour operators is prominent, the quality of products in the scenic spot is declining, and the quality of tourist facilities is deteriorating. The main problems in Jingbo Lake Scenic Area in Mudanjiang City, Heilongjiang Province are: the phenomenon of soliciting passengers by black cars around the scenic area is serious, there is a lack of high-grade toilets, the number of tourist toilets is seriously insufficient, there is no tourist service in the tourist service center, the signs of the scenic area are old and damaged, and there are many complaints from tourists. The main problems existing in Laohutan Ocean Park and Laohutan Polar Pavilion in Dalian, Liaoning Province are: the function of tourist service center is seriously inadequate, the quality of tourist trails is seriously degraded, garbage is littered, motor vehicles are parked and put in disorder, safety tips are seriously insufficient, and tourists complain more.
