Recently, the Hunan Provincial Department of Education, the Provincial Department of Science and Technology, the Provincial Department of Culture and Tourism, the Provincial Market Supervision Administration and the Provincial Sports Bureau jointly promulgated the Administrative Measures for Non-discipline Off-campus Training Institutions in Hunan Province and the Administrative Measures for Examination and Approval of Non-discipline Off-campus Training Institutions in Hunan Province, which effectively standardized the healthy and orderly development of non-discipline off-campus training institutions, gave full play to their public welfare attributes and supplementary education functions, promoted the all-round development and healthy growth of primary and secondary school students, and continuously consolidated the results of "double reduction".

Straighten out the management system "Measures" emphasize provincial overall planning, city and state guidance, implement the management responsibility of graded responsibility and county-based, improve the linkage mechanism of examination, approval, supervision and punishment of non-disciplinary training institutions, and establish a multi-departmental management system.

Clearly led by the county-level education administrative department, in conjunction with the sports, culture, science and technology departments, the off-campus training institutions in sports, culture, art, science and technology and other non-disciplinary categories shall be jointly audited according to law, and then the education administrative department shall issue the school license, and then register with the county-level market supervision and civil affairs departments respectively.

Education administrative departments at all levels are required to perform the statutory duties of the government in managing off-campus training affairs according to law, and civil affairs, market supervision, sports, culture, science and technology and other departments shall, within the scope of their respective duties, conduct separate or joint supervision on issues involving non-disciplinary off-campus training.

Strict access conditions. The "Measures" clarify that the establishment of non-disciplinary off-campus training institutions must meet the following six basic requirements: First, the organizational form should be a company or a private non-enterprise unit, and the organizer should be a social group, enterprise or natural person other than a state institution, and meet the corresponding conditions; Second, there are venues, facilities and equipment that meet the requirements of the state and industry, and at the same time meet the management regulations on fire control, environmental protection, hygiene and food business.

Third, there are employees who meet the relevant qualifications, go through the employment procedures according to law and meet the training needs; Fourth, there are start-up funds or registered funds suitable for the type, level and scale of training institutions; Fifth, we should have the necessary organizational structure, improve the school charter, management system and emergency plan for risk prevention. Improve the construction of party organizations and ensure the simultaneous development of party work; Sixth, there are training objectives, plans, course contents and corresponding measures to ensure the quality of training.

Optimize the approval process. The "Measures" stipulate that all localities should examine and approve the registration of off-campus non-academic training institutions in accordance with the principle of territorial management and "first license". Non-disciplinary off-campus training institutions can carry out training activities for primary and secondary school students within the permitted scope only if they have obtained the school license, business license or registration certificate of private non-enterprise units. If the state and province have special provisions on training programs, they shall also obtain corresponding licenses before training can be carried out.

The Measures implement "one-stop" and "one-time" administrative licensing services. The sponsor's application for the establishment of a training institution and the provision of relevant materials shall be uniformly accepted by the county-level education administrative department. After that, the application materials will be reviewed together, and the conditions for running a school will be evaluated on the spot, and the approval conclusion will be made within 30 working days after accepting the application. If they agree to set up, they will also issue school licenses.

Coordinate policy convergence. Taking into account the actual situation in our province, the Measures allow all localities to set a transition period of about one year for non-disciplinary off-campus training institutions that have been approved before, re-examine and register, renew or issue school licenses to meet the access standards, and handle or change registration according to law.

After the end of the transition period, the existing off-campus non-discipline training institutions that have not yet reached the access standards shall revoke the school license, handle the change or cancellation of registration according to law, and terminate the training activities. Other institutions that have carried out off-campus non-disciplinary training activities before the promulgation of the Measures shall go through the examination and approval registration procedures in accordance with the access standards and the prescribed procedures; Non-disciplinary off-campus training activities should be stopped before approval and registration.

Standardize training behavior. The Measures require that non-disciplinary off-campus training institutions should follow the law of children's physical and mental development and ensure the quality of training. Training content and training methods should be adapted to the age, physical and mental characteristics and cognitive level of the trainees, and laws, regulations and related documents such as the Law on the Protection of Minors should be strictly enforced.

The Measures mainly regulate the safety management, fee management and training materials management of training institutions, and require education, civil affairs, market supervision, sports, culture, science and technology departments at all levels to strengthen the normal supervision of off-campus non-disciplinary training institutions, fully implement the negative list system, strengthen the annual inspection and annual report, and guide off-campus non-disciplinary training institutions to strengthen party building.
