Why has the uncompleted residential flats in Jinan villa group been idle for ten years?

On May 22nd, 20 17, Jinjiling Villa Group in the west section of Tourist Road, Jinan City, Shandong Province, overlooking from a height of 100 meters. The villa area starts from Qianfoshan South Road and extends westward along the mountain to Liyang Lake. The villa is built on the mountain, and the tallest villa is less than 100 meters from the top of the mountain. Near the top of the mountain, there are two rows of eight single-family villas, of which the top three villas have only a basic frame, with red brick walls exposed, no doors and windows installed, and weeds growing around them. When the villa was built, the broken mountain was clearly visible.

The villa area is about 1 km long from east to west and about 300 meters long from north to south. There are nearly a hundred villas, and almost all the mountains in the southeast of Jinjiling are villas. There are both single-family and townhouses in the villa group, with a maximum of 5 floors and a minimum of 2 floors. There are not only ordinary two-story buildings, but also stone castles and European-style palaces, and even wooden villas built of solid wood, hidden in the Woods.
