The name of the association is China Tourism Association, and the English name is China Tourism Association (CTA).
Second nature
The Association is a national comprehensive tourism industry association composed of relevant organizations, enterprises and institutions in China tourism industry on the basis of equality and voluntariness. It is a non-profit social organization with independent legal personality.

Article 4 The Association accepts the leadership of the National Tourism Administration and the operational guidance, supervision and management of the Ministry of Civil Affairs.
Article 5 The meeting place of this Association is located in Beijing.
Chapter II Tasks
Article 6 The tasks of this Association are:
First, reflect the wishes and requirements of members to the competent business units, publicize relevant government policies and regulations to members and assist in their implementation;
Second, collect the basic information of this industry at home and abroad and investigate the relevant situation, put forward suggestions for the development of this industry to the competent business units, and help promote the coordinated development of internal unemployment;
Three, to carry out the research and forecast of the tourism market, to assist the competent business units to regulate the market behavior, and to create conditions for the establishment of a fair and orderly market competition environment;
Four, assist the competent business units to establish a tourism economic information network, collect, analyze and exchange relevant market information, advanced management methods and applied technologies at home and abroad;
Five, to assist the competent business units to do a good job in quality management, information collection, analysis, evaluation and feedback on the quality of tourism products and services, and to promote and urge members to improve service quality;
Six, organize members to conclude rules and regulations and supervise their compliance, and maintain the order of the tourism market;
Seven, entrusted by the competent business unit, planning consultation, organization of technical exchanges, to carry out the popularization and application of new experiences, new standards and scientific research achievements;
Eight, to carry out research on industry planning, investment development, market capacity, etc., and make suggestions for government decision-making;
Nine, accept the entrustment of the competent business unit, to provide business guidance to other professional associations;
Ten, commissioned by the competent business unit, to carry out staff training, exhibition, sampling survey, safety inspection, etc. ;
Eleven, strengthen contact and cooperation with relevant organizations and associations inside and outside the industry;
Twelve, as a non-governmental representative of the tourism industry in China to carry out foreign exchanges and cooperation;

Chapter III Members
Article 7 The Association accepts group members, not individual members.
Article 8 A member applying to join this Association must meet the following requirements:
(1) Acknowledge and abide by the Articles of Association;
(2) Having the will to join this Association;
(3) The following social groups, enterprises and institutions that have a certain influence on the tourism industry:
1, national professional associations and organizations in the tourism industry;
2 tourism industry associations and organizations in all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning and key tourist cities;
3. Peripheral organizations of the tourism industry and associations and organizations of other industries related to tourism (civil aviation, transportation, customs, cultural relics, culture, scenic spots, etc.). );
4. Tourism colleges, tourism departments of comprehensive universities and tourism research institutions;
5. Other relevant organizations approved by the Standing Council of this Association.
Article 9 The procedures for joining the club are as follows:
1. Submit membership application;
2, the Standing Council discussed and approved;
3. Go through the membership registration procedures;
4. The Standing Council shall authorize the office of this Association to issue official cards.
Article 10 Members shall enjoy the following rights:
1, the right to vote, the right to be elected and the right to vote;
2. Participate in relevant activities organized by the Association and give priority to information and other services provided by the Association;
3. Put forward suggestions, questions, criticisms and supervision on the work and responsible persons of this Association;
4. Have the right to request our assistance (such as mediation and litigation) when encountering major difficulties;
Joining is voluntary and quitting is free.
Article 11 Members of this Association shall perform the following obligations:
1. Abide by the articles of association of the Association, implement the resolutions of the Association, and safeguard the reputation and legitimate rights and interests of the Association;
2. Actively participate in and support the activities of the Association, report the situation to the Association and provide information and materials;
3. Complete the work assigned by the Association;
4. Pay membership dues according to regulations;
5. Accept the appraisal and mediation of this Association;
6. Do not organize or participate in any activities that are detrimental to the Association and other members.
Article 12 A member who withdraws from the club shall notify the club in writing and return his membership card. If a member fails to pay the membership fee or participate in the activities of the association for one year, it will be deemed as automatic withdrawal.
Article 13 A member who seriously violates the Articles of Association may be removed by resolution of the Standing Council.
Chapter IV Establishment and Cancellation of Institutions and Responsible Persons
Article 14 Members' Congress
The highest authority of this association is the member congress, which is composed of legal representatives of member units of various organizations. The functions and powers of the members' congress are:
1. Formulate and modify the articles of association of this Association;
2. Election and removal of directors;
3. To hear and consider the work report of the Council;
4. To review the work report and financial budget and final accounts of this Association;
5. To consider and decide on other important matters of the Association;
6. To decide on the dissolution and liquidation of this Association.
Fifteenth members' congress can only be held when more than two-thirds of the representatives are present, and the resolutions of the members' congress can only take effect if they are passed by more than half of the representatives present; Major issues of the association, such as amending the articles of association and merging the association, must be approved by more than two-thirds of the delegates to the meeting before they can take effect.
Article 16 Members' congresses are held every four years. If more than a quarter of the members require it or the Standing Committee deems it necessary, a member representative meeting may be held in advance. If it is necessary to advance or postpone the general election due to special circumstances, it shall be voted by the board of directors, reported to the competent business unit for examination and approval, and approved by the association registration authority. The longest extension of the term of office shall not exceed one year.
Article 17 Council
The Council is the executive body of the member congress, leading the daily work of the association during the intersessional period and being responsible to the member congress. The members of the Council are elected by the general assembly; The competent business unit may recommend a necessary number of people to serve as directors of the association, but it must be agreed by more than two-thirds of the representatives of the member congresses.
Article 18 The term of office of the Council is four years, and the Council shall meet at least once a year. If the Standing Council deems it necessary, the meeting may be held in advance or postponed. The meeting shall be convened by the chairman of the board, and shall not be held until more than two thirds of the directors are present. The resolution of the board of directors shall take effect only if it is approved by more than two-thirds of the directors present at the meeting.
Article 19 Functions and powers of the Council
1, implement the resolution of the member congress;
2. To elect and recall the president, vice-president and secretary-general;
3. Review and approve the rules and regulations of the Association;
4. Prepare for convening a member representative meeting;
5. Report the work and financial status to the members' congress;
6. Electing and dismissing executive directors;
7. Decide to set up offices, branches, representative offices and entities;
8. Decide on other important matters of the Association.
Article 20 The Standing Council
The association has a standing Council, which is elected by the Council. The Standing Council consists of President, Vice President, Executive Director and Secretary-General, with the total number exceeding one third of the Council. The executive director is responsible to the Council and exercises his functions and powers when the Council is not in session. The term of office of the Permanent Council is four years and it meets twice a year. If the president thinks it necessary, he can convene an interim executive board meeting; Special circumstances can also be held by means of communication. The Standing Council shall be convened only when more than two thirds of the executive directors are present. The resolution shall take effect only if it is approved by more than two-thirds of the managing directors present at the meeting.
Article 21 The functions and powers of the Standing Council
1, implement the resolutions of the Council;
2. Review the work reports, work plans and proposals of the Association;
3. Decide on the absorption or recall of members;
4. Decide on the appointment of Deputy Secretaries-General and heads of agencies;
5. To lead the work of various institutions of the Association;
6. Formulate internal management system;
7. Prepare and report to the Council.
Twenty-second President, Vice President and Secretary General
The president is the legal representative of the association and is responsible for the overall work. The president does not concurrently serve as the legal representative of other organizations. The vice president assists the president in his work. The president, vice-president and secretary-general form the president's office meeting to decide and handle the daily work of the association.
Article 23 The president, vice-president and secretary-general of this Association must meet the following conditions:
1, adhere to the party's line, principles and policies, and have good political quality;
2. It has great influence in the business field of the association;
3. The maximum age of the president, vice-president and secretary-general is no more than 70 years old, and the secretary-general is full-time;
4, good health, can adhere to normal work;
5. He has not been punished for deprivation of political rights;
6. Have full capacity for civil conduct.
Article 24 The president, vice-president and secretary-general of the Association shall be approved by the Council, reported to the competent business unit for examination and approved by the registration authority of the Association before taking up their posts.
Article 25 The term of office of the President, Vice-President and Secretary-General of this Association is four years (the term of office of the President, Vice-President and Secretary-General shall not exceed two terms at the longest). If it is necessary to extend the term of office due to special circumstances, it must be agreed by more than two-thirds of the members of the members' congress, reported to the competent business unit for review, and approved by the registration authority of the association before taking office.
Article 26 Under the leadership of the Standing Council, the Secretary-General presides over the daily work of the Association. The Deputy Secretary-General assists the Secretary-General in his work. The office handles daily work under the leadership of the Secretary-General. According to the needs of work and the principle of streamlining efficiency, it is equipped with a number of full-time staff who are responsible for secretarial administration, financial management, association affairs, academic activities and external liaison.
Article 27 An association may have an honorary president, an honorary adviser and several advisers, who shall be recommended by the general meeting of members.
Article 28 Branches and professional committees
According to the needs of the work, several branches and professional committees can be established to carry out relevant professional activities respectively. Branches and professional committees do not have the qualification of independent legal persons, but they are established by decision of the Standing Council, reported to the competent business unit for examination and approval, and applied to the registration authority of the association for registration. After its establishment, under the unified leadership of the association, it will work within the scope of its articles of association. Branches and professional committees shall have one director and several deputy directors. The candidates for the director and deputy director shall be determined by the Standing Council.
Chapter V Principles of Asset Management and Use
Twenty-ninth sources of funds of the Association:
1, membership fee;
2. Donation;
3. government funding;
4. Income from activities or services provided within the approved business scope;
5. interest;
6. Other lawful income.
Article 30 The Association shall collect membership fees in accordance with relevant state regulations.
Article 31 the funds of this association must be used for the business scope and career development stipulated in the articles of association.
Article 32 An association shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting information.
Article 33 An association shall be equipped with accountants with professional qualifications. Accounting personnel shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.
Article 34 The asset management of this Association must implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. If the source of assets belongs to state appropriation or social donation or subsidy, it must accept the supervision of audit institutions and announce the relevant information to the members' congress.
Article 35 Before an association changes its legal representative, it must accept the financial audit organized by the association registration authority and the competent business unit.
Article 36 No unit or individual may occupy, privately divide or misappropriate the assets of this Association.
Article 37 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions and reported to the competent business unit for approval.
Chapter VI Procedures for Amending the Articles of Association
Thirty-eighth amendments to the articles of association must be approved by the Council and reported to the members' congress for deliberation.
Article 39 The revised Articles of Association of this Association shall be examined and approved by the competent business unit within 15 days after it is adopted by the members' congress; It will take effect after being reported to the association registration authority for approval.
Chapter VII Termination Procedure and Property Disposal after Termination
Article 40 If an association has completed its purpose, dissolved itself due to division or merger, or needs to be revoked, the Standing Council shall propose a termination motion.
Article 4 1 The motion to terminate this association shall be approved by the general meeting of members and agreed by the competent business unit.
Forty-second before the termination of this association, a liquidation organization shall be established under the guidance of the competent business unit and relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.
Article 43 this association shall be terminated after the cancellation of registration by the association registration authority.
Article 44 The remaining property after the termination of this Association shall be used for the development of undertakings related to the purposes of this Association under the supervision of the competent business unit and the registration administration organ of this Association in accordance with the relevant provisions of the state.
Chapter VIII Supplementary Provisions
Article 45 The Articles of Association was adopted on 1 month 14, 2000.
Article 46 The right to interpret the Articles of Association belongs to the Standing Council of the Association.
Article 47 The Articles of Association shall come into force as of the date of approval by the association registration authority.
