You can bring bags to the Forbidden City.

1. Generally speaking, you are not allowed to bring bags into Beijing only during Chairman Mao’s commemoration. There is a bag depository at the door, so don’t worry.

2. You can bring bags. The Forbidden City never requires tourists to deposit their bags. I only know that the National Center for the Performing Arts requires them to deposit their bags. If you attend a concert, you don't need to check at the door. Remember to ask for bags to be deposited at the Memorial Hall on Tiananmen Square and at the Great Hall of the People. It's quite special, and basically nothing else. In my impression, few tourist attractions in Beijing require baggage deposit.

3. When traveling in Beijing (except for the Forbidden City/Tiananmen/Chairman Mao Memorial Hall), in fact, you are not allowed to bring bags to the square and the memorial hall on this day.
