Chapter 1 General Provisions Article 1 In order to strengthen the management of Salhu Tourist Resort and fully develop, utilize and protect the tourism resources of Salhu Tourist Resort, according to the "Interim Regulations on the Management of Scenic and Historic Areas" of the State Council , "Liaoning Province Dahuofang Reservoir Water Source Protection and Management Interim Regulations" and other regulations, combined with the actual situation of this city, the formulation of these measures. Article 2 Salhu Tourist Resort (hereinafter referred to as the resort) is centered on Dahuofang Reservoir and consists of Baqian District, Wanggao Mountain, Degu Bay, Lianhua Island, Salhu Mountain, Yingpan Island, Marshal Forest It is composed of planned tourist areas such as Tiebei Mountain. Article 3 All units and individuals in the resort must abide by these regulations. Article 4 The Fushun City Salhu Tourism Resort Management Committee (hereinafter referred to as the Management Committee) is the management agency of the resort. The Management Committee shall, in accordance with the overall plan of the resort, oversee the planning and construction of the resort, the development and utilization of tourism resources, Conservation and tourism industry business activities are subject to unified planning and management.

Relevant departments such as municipal urban construction, planned land, forestry, environmental protection, tourism, culture, industry and commerce, public security and the Dahuofang Reservoir Management Bureau should do effective work in the resort in accordance with their respective responsibilities. Article 5: The resort adheres to the principles of legal protection, scientific management and rational utilization.

No unit or individual may damage or change the natural landscape, cultural landscape, cultural relics and water resources in the resort area at will. Article 6 Domestic and foreign enterprises, economic organizations or individuals are encouraged to invest and develop tourism resources in resort areas, engage in the construction of tourism infrastructure projects, and establish tertiary industries focusing on tourism to earn foreign exchange. Chapter 2 Planning and Construction Article 7 The overall plan of the resort shall be prepared by the management committee in conjunction with relevant departments and submitted to the municipal government for approval; the detailed plan shall be prepared by the management committee and submitted to the municipal planning management department for approval. The approved plan is the basis for the protection, development, construction and management of the resort. The construction of various tourism infrastructure in the resort must be carried out in accordance with the construction approval procedures.

The specific coordinate range of the resort shall be demarcated by the relevant departments of the municipal government in accordance with the provisions of the previous paragraph. The four boundaries of the resort shall be marked by stakes set up by the resort management committee. Article 8: Hotels, training centers, sanatoriums and other large-scale engineering projects are not allowed to be built in tourist areas where tourists gather and in the secondary water source protection zone of Dahuofang Reservoir. Article 9 For new construction, reconstruction, expansion projects, temporary buildings or other facilities in the resort area, an application must be submitted to the Management Committee. After approval by the Management Committee, the approval procedures must be handled by the relevant departments in accordance with regulations.

The layout, height, volume, shape, color, etc. of new projects in the resort area should be coordinated with the surrounding tourist landscape and natural environment. Article 10 Construction projects implemented in the resort area in accordance with the overall plan and detailed plan, which occupy land and forest land, must be approved by the administrative departments such as land planning and forestry in accordance with relevant national laws and regulations before construction. Article 11 During the construction process of construction projects in resort areas, the construction unit must take effective measures to protect the surrounding forests, vegetation, water bodies, and landforms, and must not cause pollution or damage. After the construction is completed, the construction unit shall promptly clean up the site, carry out greening, and restore the original appearance of the environment. Chapter 3 Protection and Management Article 12 The trees within the planning scope of the resort shall be tended and managed in accordance with the plan and shall not be felled. If it is really necessary to carry out tending felling, it must be approved by the forestry administrative department. Article 13: Quarrying, digging sand, extracting soil, burying graves, clearing wasteland for farming, harming and indiscriminately catching wild animals, and other behaviors that damage cultural relics, water resources, and the ecological environment are strictly prohibited in the resort area. Article 14 Billboards, publicity galleries, road signs, etc. set up in the resort should be coordinated with the surrounding environment and natural landscape, and can only be set up after being reviewed and approved by the management committee and submitted to the relevant departments for approval in accordance with regulations; after being set up, the surrounding areas should be restored environment. Article 15 The resort management committee shall strengthen environmental sanitation and sanitation management of the catering service industry, maintain environmental sanitation, and shall not pollute water sources.

Units and individuals in the resort area should do a good job in cleaning and sanitation in the area of ??responsibility. They should set up special containers to store their own garbage and transport it to the garbage dump designated by the municipal environmental sanitation department for disposal in a timely manner. No dumping is allowed in the resort area. Article 16 The following behaviors are strictly prohibited in the resort area:

(1) Littering peels, paper scraps, food packaging, glass and other sundries everywhere;

(2) Open defecation ;

(3) Climbing and breaking flowers, plants and trees;

(4) Carving, scratching and writing randomly on landscapes, scenery and public facilities;

(5) Set off fireworks and firecrackers and have open fire picnics.

(6) Other behaviors that damage the scenery and landscape. Article 17: Units and individuals engaged in various business activities in various scenic spots in the resort must obtain the approval of the management committee and apply for licenses from relevant departments before operating within the designated location. Article 18 Resorts should strengthen public security, fire prevention, traffic, and safety management to ensure the safety of tourists. Article 19 Temporary residents from other provinces and cities who come to the resort for construction, work and business activities should apply to the public security organs for temporary residence procedures in accordance with regulations. Article 20: It is strictly prohibited to swim in the dam front area, pier and other prohibited areas. Chapter 4 Penalty Rules Article 21 Anyone who violates the provisions of Article 11 of these Measures and fails to take protective measures during construction, causing damage to trees, vegetation, water bodies and environmental pollution, shall be ordered by the Management Committee to stop the sabotage activities and resume operations within a time limit. The original status shall be maintained and the relevant departments shall impose penalties in accordance with the provisions of relevant laws and regulations.
