Measures for the Management of Tour Guides in Tourist Areas and Tourist Spots in Hebei Province
Article 1 is to regulate tour guide explanation activities in tourist areas and tourist spots (hereinafter referred to as tourist areas) and safeguard the legitimate rights and interests of tourists and tour guides. According to the "Regulations on the Management of Tour Guides" of the State Council and the "Hebei Province Tourism These measures are formulated in accordance with the provisions of the Industry Management Regulations and relevant laws and regulations and in light of the actual conditions of the province. Article 2 The term "tourist area" as mentioned in these Measures refers to a tourist area established with the approval of the administrative department at or above the county level, with a special management agency, a clear scope, and functions such as visiting, sightseeing, vacation, recreation, and knowledge seeking, and providing corresponding tourism service facilities. , a place where tourism business activities are carried out.
The term "tourist area tour guides" as mentioned in these Measures refers to those who have obtained a tourist area tour guide certificate in accordance with the provisions of these Measures and are appointed by the tourist area management agency to provide guidance and explanation services to tourists. Article 3 These measures shall apply to anyone who engages in tour guide explanation activities in tourist areas within the administrative region of this province. Article 4 Tourism administrative departments at or above the county level are responsible for the implementation of these Measures.
Construction, forestry, religion, cultural relics and other departments should cooperate with the tourism administrative department in the management of tour guides in tourist areas in accordance with their respective scope of duties. Article 5 Those who apply to engage in tourist area tour guide explanation activities must be recommended by the tourist area management agency, take the province-wide unified organization examination, and obtain the tourist area tour guide certificate before they can engage in tourist area tour guide explanation activities.
The examination for tour guides in tourist areas is organized by the provincial tourism administration department and implemented by the districted city tourism administration department in conjunction with relevant departments.
The qualification certification of interpreters in museums, memorial halls and cultural relics opening units shall be in accordance with current regulations. Article 6 Personnel engaged in tour guide explanation activities in tourist areas shall meet the following conditions:
(1) Have a senior high school, secondary vocational school or equivalent degree or above;
(2) Have basic knowledge and language expression skills that meet the needs of tour guides in tourist areas;
(3) Good health. Article 7 For those who apply to engage in tour guide activities in tourist areas and pass the examination, the tourism administrative department of the city divided into districts where they are located shall issue a tourist area tour guide certificate to them within fifteen working days.
Tour guide certificates for tourist areas are uniformly produced by the provincial tourism administration department.
The tourist area tour guide certificate is valid in the tourist area and cannot be lent, altered or forged. Article 8 The tourist area tour guide certificate is valid for three years. Those who continue to engage in tourist area tour guide explanation activities after the expiration of the validity period shall go through the procedures for renewing the tourist area tour guide certificate with the local tourism administrative department of the districted city ninety days before the expiration of the validity period. Article 9 The tourist area management agency shall provide quality services to tourists, shall not interfere with the normal business of travel agency tour guides, and shall not force travel agencies or tourists to hire tourist area tour guides to provide tour guide services. Article 10 Tour guides in tourist areas must be appointed by the tourist area management agency to conduct tour guide activities, wear tourist area tour guide certificates, conduct tour guide activities within the scope of the tourist area, and obey the supervision and inspection of the tourism administrative department.
Tour guides in tourist areas may not privately contract or directly contract tour guide business in any other way. Article 11 Tour guides in tourist areas shall strictly implement the national "Guide Tour Service Quality Standards", abide by professional ethics, dress neatly, be polite to others, and respect tourists' religious beliefs, ethnic customs and living habits. Article 12 Tour guides in tourist areas shall arrange tourists' tour activities in strict accordance with the prescribed tour items, and shall not increase or decrease tour items or suspend tour guide explanation activities without authorization. Article 13 Tour guides in tourist areas shall consciously safeguard national interests and national dignity when conducting tour guide activities. Tour guides should use standard tour guide words in their explanations, and should not be mixed with feudal superstition and vulgar content. Article 14 When guiding tourists to visit, tour guides in tourist areas shall give true explanations and clear warnings to tourists about situations that may endanger tourists’ personal and property safety, and take measures to prevent the harm. We should actively participate in the rescue of accidental injuries that occur during the tour. Article 15 Tour guides in tourist areas shall not deceive, coerce, or collude with other tourism operators to deceive or coerce tourists to consume during tour guide explanation activities, and shall not expressly or implicitly ask for tips from tourists. Article 16 The personal dignity of tour guides in tourist areas should be respected when conducting tour guide activities.
Tour guides in tourist areas have the right to refuse unreasonable requests made by tourists that insult their personal dignity or violate their professional ethics. Article 17 Tourists have the right to complain to the tourist area management agency or tourism administrative department if tourist area tour guides violate the provisions of these Measures.
Tourist area management agencies and tourism administrative departments should handle tourists’ complaints in a timely manner. Article 18 Anyone who violates the provisions of paragraph 3 of Article 7 of these Measures shall have his or her illegal certificates confiscated by the tourism administrative department at or above the county level, and his or her illegal gains shall be confiscated, and a fine of not more than three times of the illegal gains shall be imposed, but the maximum shall not exceed 30,000 yuan. Yuan. Article 19 Anyone who violates the provisions of Article 9 of these Measures shall be ordered to make corrections by the tourism administrative department at or above the county level.
If corrections are not made within the time limit, a notice of criticism will be given. Article 20 Anyone who violates the provisions of Articles 10, 12 and 13 of these Measures shall be ordered to make corrections by the tourism administrative department at or above the county level, his or her tourist area tour guide certificate shall be temporarily detained for three to six months, and a fine of not less than RMB 500 shall be imposed. A fine of less than 1,000 yuan is imposed.
