Provisions of Qingdao Municipality on the Administration of Water Tourism Passenger Transport

Article 1 In order to strengthen the management of water tourism passenger transport, maintain the order of water tourism passenger transport market, and protect the legitimate rights and interests of passengers and operators of water tourism passenger transport, these Provisions are formulated in accordance with the relevant provisions of the state and combined with the actual situation of this Municipality. Article 2 All units and individuals that use transport vessels to engage in business passenger transport activities such as sightseeing, leisure and entertainment in the seaworthy waters under the jurisdiction of this Municipality must abide by these Provisions. Article 3 The traffic administrative departments of cities and county-level cities (districts) shall be in charge of the management of water tourism passenger transport, and the shipping management institutions to which they belong shall be specifically responsible for the management of water tourism passenger transport.

All relevant departments shall, in accordance with their respective responsibilities, do a good job in the management of water tourism passenger transport. Where the owner of a commercial transport ship changes, the original owner shall register the change with the maritime administrative agency in accordance with the relevant provisions, return the relevant operation license to the issuing authority and go through the formalities for stopping operation, and the new owner shall go through the operation formalities again. Article 10 It is strictly forbidden to forge, alter, fraudulently use, resell or transfer the transport license, ship business transport certificate and passenger transport bill without authorization. Eleventh water tourism passenger business units shall implement the responsibility system for safety, and sign a letter of responsibility for safety with the management organs and employees. (three) all kinds of valid documents must be complete and carried with the ship;

(4) Hang a unified operation sign;

(five) the crew and passengers of small yachts shall be equipped with and wear life jackets in accordance with the regulations;

(six) equipped with publicity, tour guide broadcasting facilities, to introduce tourist attractions and safety knowledge to passengers. Seventeenth water tourism passenger transport operators have the right to refuse people who may endanger personal and property safety to take a boat or carry dangerous goods and articles that pollute the environment on board. Eighteenth water tourism passenger transport operators must pay taxes and fees in accordance with the relevant provisions of the state.
