I shall go to the Exit-Entry Bureau of the Public Security Bureau where my household registration is located to apply for the "Pass to and from Hong Kong and Macao" and the Hong Kong endorsement by myself. Endorsements are divided into group travel endorsements and individual travel endorsements. It takes about 10 to 15 working days to collect evidence. Currently, residents of 49 cities can visit Hong Kong as "individual tourists". The cities that have opened "individual travel" are:

Residents of cities that are not open to individual travel when traveling to Hong Kong must sign up for a free travel package of air tickets + hotels through a reputable travel agency. Whether it is a direct flight or a round trip or entry and exit from Shenzhen, a travel agency is required when leaving the country. Submit the list of arrivals and departures of the group to the customs, and go to Hong Kong in the name of a travel agency. After completing the procedures, after entering Hong Kong, it is no different from an individual tourist holding a G visa. There are no above requirements for personal travel visas.
Policies vary slightly from place to place. It is recommended that you directly consult the Exit-Entry Administration Bureau of the Public Security Bureau where your registered residence is located for reconfirmation.
