Regulations of Xinjiang Uygur Autonomous Region on Tourism Promotion

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Tourism Law of the People's Republic of China and other relevant laws and administrative regulations, in combination with the actual situation of the autonomous region, in order to implement the strategy of rejuvenating Xinjiang through tourism, optimize the tourism development environment and promote the high-quality development of tourism. Article 2 These Regulations shall apply to activities such as planning guidance, industrial support, format cultivation and service management to promote the development of tourism within the administrative area of the autonomous region. Article 3 Promote the development of tourism, adhere to the integration of culture and tourism, tap and develop red tourism, build the Silk Road Economic Belt tourism distribution center, the Silk Road culture and ethnic customs tourism destination in southern Xinjiang, the Tianshan World Heritage Tourism Industry Belt, the Altai Mountain Eco-tourism Industry Belt and the western border tourism industry belt, build local brands in Xinjiang, and promote tourism to become a strategic pillar industry. Article 4 To promote the development of tourism, we should adhere to the development concept of innovation, coordination, green, openness and enjoyment, effectively protect and rationally utilize tourism resources, give full play to our advantages, implement government promotion, social participation, market operation and industry self-discipline, and realize the unity of ecological benefits, social benefits and economic benefits. Article 5 Autonomous regions, prefectures (cities, prefectures) and counties (cities, districts) shall establish a comprehensive coordination mechanism with the leadership of Party committees, overall planning of governments (administrative offices) and linkage of departments, and hold joint meetings regularly to solve major problems in the development of tourism and promote the healthy and sustainable development of tourism. Article 6 The people's governments at or above the county level shall incorporate the development of tourism into the national economic and social development plan, formulate policies and measures to promote the high-quality development of tourism, increase investment and support for tourism, and incorporate the promotion of tourism into the government target assessment system. Seventh people's governments at or above the county level shall be responsible for the guidance, coordination, service, supervision and management of tourism development within their respective administrative areas.

The relevant departments of the people's governments at or above the county level, such as development and reform, industry and informatization, ethnic and religion, public security, finance, natural resources, ecological environment, housing and urban and rural construction, transportation, water conservancy, agriculture and rural areas, commerce, health, emergency management, foreign affairs office, market supervision and management, forestry and grassland, and statistics, are responsible for promoting the development of tourism according to their respective responsibilities. Article 8 People's governments at all levels and relevant departments shall strengthen publicity and education on civilized tourism, guide tourists to travel in a safe, civilized and environmentally friendly way, and encourage tourism operators to develop and operate low-carbon, green and environmentally friendly tourism products.

Tourists, tour operators and tourism professionals should abide by the Convention on Civilized Tourism, jointly safeguard tourism order and protect tourism resources and ecological environment.

Advocate social organizations and citizens to participate in the development of tourism, establish a sense of responsibility and image, and create a tourism environment for * * * construction, * * * governance and * * * enjoyment. Support relevant social organizations and volunteers to carry out tourism public welfare activities. Article 9 Tourism industry associations shall safeguard the legitimate rights and interests of their members in accordance with the law, strengthen industry self-discipline and public welfare services, reflect the reasonable demands of the industry, and provide members with services such as market expansion, product promotion, exchanges and cooperation, information sharing and industry training. Tenth people's governments at or above the county level shall commend and reward the units and individuals that have made outstanding contributions to promoting the development of tourism. Chapter II Planning Guidance Article 11 The people's government of the autonomous region shall, in accordance with the requirements of the national economic and social development plan, organize relevant departments to formulate regional cultural and tourism development plans.

The people's governments (administrative offices) of prefectures (cities, prefectures) and counties (cities, districts) shall, according to the requirements of the national economic and social development plan and the development plan of culture and tourism at the next higher level, organize relevant departments to prepare the development plan of culture and tourism in their respective administrative areas, and report it to the competent department of culture and tourism at the next higher level for the record. Twelfth cultural and tourism development planning should highlight local characteristics and follow the principles of strict protection, overall layout, rational development, optimal utilization and sustainable development.

Cultural and tourism development planning should be linked with land space planning, ecological environment protection planning, transportation planning, rural revitalization planning, comprehensive disaster prevention and mitigation planning, and protection and utilization planning of various natural reserves, historical and cultural cities, cultural relics and other natural resources and human resources. Article 13 When formulating and adjusting relevant plans for tourism development, the relevant departments shall solicit the opinions of the competent departments of culture and tourism at the same level, coordinate the relationship between tourism projects, tourism facilities and service elements and land use, infrastructure and public service facilities, and reasonably reserve space for tourism development. Article 14 The competent department of culture and tourism of the people's government at or above the county level may, according to the cultural and tourism development plan, formulate a special tourism plan, which shall be implemented after being approved by the people's government at the same level. Fifteenth tourist attractions (spots) shall prepare the planning of tourist attractions (spots), which shall be examined by the competent department of culture and tourism of the local county (city) people's government and submitted to the people's government at the same level for approval before implementation. Sixteenth cultural and tourism development planning, tourism special planning, tourism scenic spots (spots) planning after approval, shall not be changed without authorization. If it is really necessary to modify it due to special circumstances, it shall be handled in accordance with the original examination and approval procedures. Seventeenth people's governments at or above the county level shall organize the implementation of the cultural and tourism development planning in their respective administrative areas, carry out annual monitoring and analysis, and evaluate the implementation of the cultural and tourism development planning, and the evaluation results shall be announced to the public.
