Measures for the service and management of foreigners' visa-free tour groups in Qionglai

article 1 these measures are formulated in accordance with the relevant laws and regulations of the state and combined with the actual situation of Hainan in order to standardize the service and management of visa-free tour groups to Hainan for foreigners, safeguard national security and promote the construction of Hainan as an international tourist island. Article 2 These Measures shall apply to citizens of countries approved by the State Council who travel in groups and their related services and management within the administrative area of Hainan Province with ordinary passports and visa-free within the prescribed stay time. Article 3 The entry and exit frontier inspection of foreigners' visa-free tour groups in Qionglai shall be carried out in accordance with the relevant laws and regulations of the People's Republic of China and the relevant regulations of the Ministry of Public Security.

The travel agency established in Hainan is responsible for the reception of foreigners' visa-free tour groups in Qionglai. Article 4 During their stay in Hainan, foreigners' visa-free tour groups shall abide by the laws, regulations and rules of the People's Republic of China and Hainan Province, and shall not engage in activities that are inconsistent with their tourist status, and shall not overstay their stay or go to other parts of China without approval.

If foreigners need to extend their stay in Hainan or go to other parts of China, they should apply for visas according to law. Article 5 The public security organs of provinces, cities, counties and autonomous counties shall be responsible for the management of foreigners' visa-free stay and travel in Hainan. Article 6 The tourism administrative department shall be responsible for the industry management of travel agencies (hereinafter referred to as travel agencies) engaged in attracting, organizing and receiving foreigners' visa-free tour groups to Qionglai, and investigate and deal with illegal acts of travel agencies according to law.

Article 11 A travel agency shall submit information through the Hainan Provincial Alien Management Information System or other means stipulated by the public security organ and the frontier inspection organ in accordance with the following provisions:

(1) A list of tour groups for foreigners who come to Qionglai visa-free shall be submitted to the frontier inspection organ 24 hours before their entry; Submit the list of tour groups and itinerary to the public security organ. If there is any change in the itinerary, it shall be resubmitted in time;

(2) Within 2 hours after the entry of the foreigner visa-free tour group to Qionglai, the actual entry information shall be submitted to the public security organ;

(3) submit daily accommodation information of foreigners' visa-free tours to Qionglai to the public security organs;

(4) Foreigners who come to Qionghai without a visa shall submit exit information to the public security organ within 2 hours after the whole group or individual members leave the country.

The provincial public security organ shall assign a user name and password to the travel agency to log in to the Hainan foreigner management information system. Article 12 Tourist hotels shall truthfully register and submit the check-in information of the members of the foreigners' visa-free tour group to Qiong in real time through the hotel industry public security management information system.

If a member of a foreigner's visa-free tour group comes to Qionglai to stay in a place other than a tourist hotel, he/she or the lodger shall report to the local police station for temporary accommodation registration within 24 hours. Article 13 If foreigners need to extend their stay in Hainan or go to other parts of China without a visa, the travel agency shall assign a special person to accompany them to the public security organ or the visa service point established by the public security organ to apply for a visa. After the public security organ issues the corresponding visa, it shall go through the cancellation procedures on the list of tour groups.

if a member of a foreigner's visa-free tour group needs to leave the group early, the travel agency should send a letter and assign a special person to hold the list of the tour group and send it to the border inspection organ at the planned exit port to go through the formalities of leaving the group. Article 14 The airport, port and railway police authorities shall set up passport inspection points networked with Hainan Alien Management Information System at airports, ports and railway stations under their jurisdiction to be responsible for the inspection of passports or other certificates of foreign passengers. If it is found that a member of a foreigner's visa-free tour group who comes to Qionglai fails to apply for a visa to go to other parts of China, it shall be stopped and told to reissue the visa.
