Second, we should put an end to the following behaviors
1. Seek public funds to go abroad by improper means. Some take improper ways and means such as falsely reporting official business abroad, buying or forging invitations, fabricating false schedules, and forging personal identity information to seek public funds for themselves or others to go abroad. From June 27th, 2065438 to July 4th, 2065438, six people, including Fan Mou, former member of the Party Group and deputy head of Banan District Government of Chongqing, went to Japan and South Korea to carry out investment investigation activities by contacting travel agencies to buy invitations and fabricating false itineraries. During this period, I changed most of my itinerary and task arrangement without authorization, increased my itinerary and visited many tourist attractions. The cost of exceeding the standard is 67,060 yuan, which will be shared and reimbursed by the accompanying personnel in their respective units in name only. After returning to China, Fan and others failed to truthfully report their actual itinerary during their travels abroad, and reported a false visit report fabricated by the travel agency. Fan was dismissed from his post within the Party, and the post of deputy head of Banan District was demoted. The accompanying personnel were subject to corresponding disciplinary action, and the extra expenses were refunded.
2, disguised public funds to travel abroad. Some use public funds to travel abroad in disguise in the name of inspection, study, training, negotiation, investment promotion and participation. Failing to organize the implementation of the inspection and discussion items reported and approved by the foreign affairs department, and reimbursing expenses in violation of regulations after returning to China, with an overrun of 2649 1 yuan. Chen Mou has other disciplinary problems. Being punished by staying in the party for one year, party member and the vice president were revoked and reduced to six-level staff of public institutions; The accompanying personnel are subject to corresponding disciplinary action; Ordered to refund all expenses for going abroad.
3. Extend the time limit outside the country (territory) without authorization. Groups (groups) or personnel who temporarily go abroad (territory) generally stay outside the country (territory) for a short time, with clear itinerary and tasks, while others extend their stay outside the country (territory) without authorization. In July of 20 13, Song Mou, secretary of the Party branch, chairman and general manager of Xiamen Wechat Software Co., Ltd., was invited to attend a meeting in the United States. He should have returned to China in July of 13 according to the application, but Song Mou extended his stay outside without authorization until July 20, and reimbursed the accommodation expenses incurred in the company. Song was warned by the party and refunded the relevant expenses.
4. Change the tour route without authorization. Some people change their routes without authorization during their temporary trip abroad, or go sightseeing, shopping, or visit relatives and friends, handle private affairs, and engage in activities completely unrelated to work. In August of 20 17, Yuan Mou, member of the Party Committee and vice president of Shaoyang College, led a delegation of Shaoyang College 16 people to attend training at Anglia Rothschild University in England, changed the itinerary for approval without authorization, occupied the time of official activities such as teaching, visiting and communication, organized tours to Oxford, chelmsford, Southend and London, and paid for meals and car rental with public funds (equivalent to RMB 20).
5. Use funds beyond the standard. The Measures for the Administration of Temporary Funds for Going Abroad issued by the Ministry of Finance and the Ministry of Foreign Affairs clearly stipulates the standards for flying abroad, accommodation and catering, but there are still party member cadres who enjoy going abroad and arrange accommodation and tourism beyond the standard. Zhen Caiji, former party secretary and president of the Institute of Telecommunications Science and Technology, was expelled from the party and public office on September 20 17. The notice pointed out that he "seriously violated the spirit of the eight central regulations, and went abroad for business (territory) to fly first class and stay in hotels".
6. Accepting management customer banquets in violation of regulations. Some cadres in party member not only eat and drink illegally at home, but also illegally accept banquets and other activities arranged by management objects while going abroad. 2017165438+1in late October, when Xu, former member of the Party Committee and deputy director of China Veterinary Drug Control Institute, went to France on business, accompanied by the head of a foreign-funded enterprise in China, he accepted banquets, tours and other activities arranged by the company. During the investigation, Xu returned the expenses that should be borne by the individual. Xu was dismissed from his post within the Party and demoted from administration. Other relevant responsible persons are dealt with accordingly.
7. Illegal transfer of expenses for going abroad. Some illegally apportion or pass on the expenses of going abroad (territory) to the organs at the same level, subordinate organs, subordinate units, enterprises and overseas institutions. On October 20/61110, Zhang, deputy secretary of the Party Committee and president of Guiyang Vocational College of Nursing, led a team to Canada's Canado College of Applied Arts and Sciences for training and investigation. In violation of regulations, enterprises that have cooperative relations with Guiyang Vocational College of Nursing bear the expenses of going abroad160,000 yuan, and defraud the examination and approval of going abroad. Zhang was severely punished by the party.
