Chapter 1 General Provisions Article 1 In order to protect and rationally develop and utilize tourism resources, strengthen tourism management, regulate the order of the tourism market, safeguard the legitimate rights and interests of tourists and tourism operators, and promote economic development, according to relevant These measures are formulated in accordance with laws and regulations and in combination with the actual situation of our city. Article 2 The term "tourism industry" as mentioned in these Measures refers to the industry that utilizes tourism resources and tourism facilities to provide tourists with comprehensive services such as sightseeing, accommodation, catering, transportation, shopping, and cultural entertainment. Article 3 All units and individuals engaged in tourism management, tourism resource development and construction, tourism activity organization and participation in tourism activities within the administrative region of this city must abide by these Measures. Article 4 The municipal and county (district) tourism administrative departments are the administrative departments in charge of the tourism industry within their respective administrative regions and implement industry management of the tourism industry within their respective administrative regions.

Article 6: The development of tourism should adhere to the implementation of sustainable development strategies, and follow the principles of who invests and who benefits, highlighting local characteristics and the unity of social, economic and environmental benefits, and the simultaneous development of multiple economic components. Chapter 2 Protection and Development of Tourism Resources Article 7 The term “tourism resources” as mentioned in these Measures refers to natural resources and human resources that can be attractive to tourists, can be developed and utilized for the tourism industry, and can produce economic and social benefits. Article 8 People's governments at all levels shall take effective measures to strictly protect and rationally develop tourism resources, so as to combine protection with development and utilization. Any unit or individual is prohibited from destroying or developing tourism resources without authorization.

The tourism administrative departments at or above the county level are responsible for the census of tourism resources within their respective administrative regions. Article 9 To develop the tourism industry, a master plan for tourism development shall be prepared.

The development and utilization of tourism resources and the construction of tourism facilities must comply with laws and regulations on cultural relics, environmental protection, scenic spots, etc., and the overall tourism development plan. Article 10: The construction, reconstruction, and expansion of tourist attractions (spots) and tourist facilities must be reviewed and approved by the municipal tourism administrative department in accordance with the tourism development plan, and then go through the approval procedures with the relevant departments in accordance with the infrastructure construction procedures prescribed by the state.

For tourist attractions (spots) to be opened to the outside world, an application must be submitted to the municipal tourism administrative department. After preliminary review and approval, it must be reported to the Municipal People's Government for approval and announcement, and the municipal price department has approved the ticket price before it can receive tourists. . Article 11 Overseas and foreign investors are encouraged to invest in the development of tourism resources and the construction of tourism infrastructure and service facilities; investors can enjoy preferential policies stipulated by the state, province and city. Chapter 3 Tourism Business Management Article 12 The term “tourism operators” as mentioned in these Measures refers to units engaged in travel agencies, tourist hotels, designated tourism units, and one-day tour operators. Article 13 Operators who apply for tourist hotels, designated tourism units and one-day tours shall submit applications to the municipal tourism administrative department, and at the same time submit certificates and licenses issued by the industry and commerce, taxation and relevant departments. They can only operate after approval. Article 14 Tourism operators must operate in accordance with the law and must not damage the legitimate rights and interests of tourists. Article 15 A business license system shall be implemented for operating travel agencies.

To open a travel agency, an application should be submitted to the municipal tourism administrative department. After review and approval, it will be submitted for approval in accordance with national procedures.

Travel agencies must operate in accordance with the business scope approved by the "Travel Agency Business License". The "Travel Agency Business License" may not be altered, forged, assigned or transferred. Article 16 If a travel agency accepts the entrustment business of other qualified travel agencies for citizens to travel abroad at their own expense and to receive overseas travel groups, it must be reviewed and approved by the municipal tourism administrative department, and the agency business contract can only be signed by both parties. Article 17: Travel agencies shall pay quality guarantee deposits to the tourism administrative department in accordance with national regulations. Article 18 Travel agencies and tourists shall sign travel contracts in accordance with the law and provide services as stipulated in the contract. The services provided shall not be lower than national standards or industry standards.

Travel agencies must apply for personal and property accident insurance for the tourists they organize. Article 19: Travel agencies shall employ tour guides who hold tour guide qualification certificates to provide services; they shall not employ persons who have not obtained tour guide qualification certificates to serve as tour guides. Article 20: Tourist hotels implement a foreign-related business license system.

Tourist hotels engaged in foreign-related operations must obtain the "Foreign-related Business License of Tourist Hotels" with the approval of the municipal tourism administrative department. Those who have not obtained the "Foreign-related Business License for Tourist Hotels" are not allowed to receive overseas tourist groups.

Tourist hotels implement a star rating system. Applications for star-rated hotels shall be handled in accordance with relevant national regulations.

Star-rated hotels must provide services according to star-rated standards. Hotels that have not been rated as stars are not allowed to use star names, titles and logos to promote or attract tourists.

Article 21 Restaurants, shops, entertainment venues, medical and health care spots, scenic spots (spots), vehicle and ship companies (teams), and product manufacturers that meet the following conditions may apply to the municipal tourism administrative department and, upon review and approval, receive Tourism designated destination certificates and signs, engaged in tourism group reception business:

(1) Business premises, facilities and equipment that meet the prescribed standards;

(2) Tourism practitioners who have passed the assessment;

(3) Services suitable for receiving tourist groups;

(4) Sound management organizations and management systems;

(5) Standard sanitation , fire protection conditions.

The tourism administrative department should conduct service quality inspections on designated tourism units. If they fail to meet the standards, their qualifications for receiving tourism groups should be cancelled.
