Is Dalian a first-tier city or a second-tier city?

Dalian is the second tier. Dalian is the capital of Liaoning Province and a city under separate state planning. It is an important coastal port, energy and industrial base in the country. It has an advantageous geographical location. It is also an important coastal tourist city in China and one of the central cities in Northeast China. It is a second-tier city. Dalian is located at the southernmost tip of the Liaodong Peninsula in Northeast China, on the east coast of Eurasia, between 120°58' and 123°31' east longitude, and 38°43' and 40°10' north latitude. It borders the Yellow Sea to the east and the Bohai Sea to the west. Facing the Shandong Peninsula across the sea to the south and the vast Northeast Plain to the north, the terrain of Dalian is mainly high in the north and low in the south, wide in the north and narrow in the south. The entire terrain presents a ladder-like downward trend. It is not too cold in winter and not too cold in summer. It is hot, with rainfall concentrated in spring and autumn, and monsoons are significant.
