3. 4. Communicate with relevant tourism departments at the county level, obtain the consent of county leaders, reach a preliminary agreement, and complete relevant processes;

5. Apply to the Development and Reform Commission with the land use intention agreement and feasibility study report signed by the land user or owner, and fill in the project application form. After submitting the application, the National Development and Reform Commission will initiate the project according to the superior plan.
