Tourism service quality deposit refers to a certain amount of money paid by a travel agency in a designated bank or guaranteed by a bank according to the provisions of the Tourism Law of the People's Republic of China and the Regulations on Travel Agencies, which is used to pay compensation for tourism service quality and advance emergency rescue expenses when the personal safety of group tourists is in danger. There are only two payment methods: deposit and bank guarantee. The function of quality deposit is to supervise and manage the service quality of travel agencies, protect the legitimate rights and interests of tourists, ensure the standardized operation of travel agencies, and use this money to compensate tourists when travel agencies refuse or are unable to bear the liability for compensation. Using insurance instead of cash or bank guarantee to pay tourism service quality deposit means paying insurance instead of quality deposit, but the role and effectiveness of quality deposit remain unchanged.

Quality margin is a special fund to protect the rights and interests of tourists. In the following four cases, when the travel agency is not liable for compensation, this paragraph will be used to compensate tourists: the travel agency's own fault fails to meet the service quality standards agreed in the contract, causing economic losses to tourists; The service of the travel agency fails to meet the standards set by the state or industry, resulting in the loss of economic rights and interests of tourists; Loss of prepaid travel expenses caused by the closure, dissolution, bankruptcy or merger of travel agencies; Other circumstances identified by the tourism administrative department of the State Council.
