Article 2 The basic tasks of tourism statistics are to conduct statistical investigation and statistical analysis of the operations and business conditions of tourism enterprises and institutions, provide statistical information and consultation, and implement statistical supervision.

The basic content of Article 3 tourism statistics is the statistical investigation of the reception workload, operating efficiency, number of tourism employees, etc. of tourism enterprises and institutions, tourist areas (points), etc., and the implementation of tourism statistics on tourists Sample survey.

Article 4 Tourism administrative departments at all levels and tourism enterprises and institutions must provide tourism statistical data in accordance with the provisions of statistical laws and regulations. They are not allowed to make false reports, conceal reports, refuse to report, or delay reports. They are not allowed to forge, tamper.

Other enterprises, institutions and individuals related to the tourism industry should truthfully provide the information required for tourism statistical surveys in accordance with the provisions of the Statistics Law.

Article 5 Tourism administrative departments at all levels shall, in accordance with the needs of tourism statistics and the unified planning of the National Tourism Administration, use modern information technology in a planned manner and equip or gradually update necessary statistical calculations and data transmission equipment, and gradually establish and improve the national tourism statistical information automated management network system.

Tourism enterprises and institutions should provide necessary conditions for tourism statistical work and actively adopt modern information technology.

Article 6: Tourism statistics work shall be managed in a unified manner with hierarchical responsibilities.

The National Tourism Administration is responsible for the unified management, business guidance, organization and coordination of national tourism statistics, and the comprehensive statistics agency of the National Tourism Administration is responsible for specific work.

Local tourism administrative departments at all levels are responsible for the statistical investigation of tourism enterprises, institutions and tourists within their respective jurisdictions.

Local tourism administrative departments at all levels should determine the agencies responsible for statistical functions based on the needs of statistical work.

Article 7 The main responsibilities of the statistical agencies of tourism administrative departments at all levels are:

(1) Implement statistical laws, regulations and rules and complete national or local statistical survey tasks , collect, summarize and publish national or local tourism statistics;

(2) Develop national or local tourism statistical report systems and sampling survey plans, and establish a statistical registration system;

( 3) Organize, coordinate and manage various statistical surveys formulated by non-statistical functional agencies of the department, review the tourism statistical survey plans and statistical questionnaires prepared and issued by them, and incorporate them into unified number management;

(IV) ), in conjunction with the personnel and education department, organizes training for on-the-job tourism statisticians, and conducts assessments and rewards for tourism statisticians.

Article 8 Tourism administrative departments at all levels shall be equipped with full-time statistical personnel, and tourism enterprises and institutions shall be equipped with full-time or fixed part-time statistical personnel.

The statisticians of tourism administrative departments at all levels should meet the qualifications for tourism statisticians prescribed by the National Tourism Administration and remain relatively stable.

Article 9 Tourism statistics are an integral part of national statistics and are the main body providing tourism information. The tourism statistical survey system approved by the National Bureau of Statistics belongs to the national statistical survey system.

The tourism statistical survey system mainly includes the tourism regular reporting system, tourism sample survey and tourism special survey.

Article 10 Tourism statistical survey items shall be formulated by the National Tourism Administration and local tourism administrative departments respectively, and shall be submitted to the National Bureau of Statistics or the statistical agency of the local people's government at the same level for review and approval in accordance with the relevant provisions of the Statistics Law Or organize implementation after filing.

Local tourism statistical survey plans shall not conflict with the national tourism statistical survey plans.

Article 11 A statistical survey plan approved in accordance with prescribed procedures must indicate the table number, tabulation agency, approval or filing agency, and approval document number in the upper right corner of the questionnaire. For questionnaires that are not marked with the above words, the relevant statistical survey subjects have the right to refuse to fill in the questionnaire, and the tourism administrative departments at all levels have the right to cancel it.

Article 12 The tourism periodic report system is based on the unified time, content, calculation methods and procedures, and is submitted by tourism enterprises and institutions to the relevant tourism administrative departments and tourism administrative departments from bottom to top. A comprehensive statistical survey that provides statistical information at each level.

The national "Tourism Statistics System" is jointly issued by the National Tourism Administration and the National Bureau of Statistics, and organized and implemented by the National Tourism Administration. On the basis of completing the national "Tourism Statistics System" and based on the actual needs of the region, local tourism administrative departments may appropriately add statistical content, and work with the statistical agencies of the people's governments at the same level to formulate and implement the "Tourism Statistics System" for the region.

When submitting statistical data to the National Tourism Administration, provincial tourism administrative departments must also submit a database that meets the standards (submitted via computer remote transmission or floppy disk).

Article 13 A sampling survey is a one-time survey conducted by randomly selecting a portion of samples from all survey objects (population).

The tourism sample survey mainly includes the consumption situation in mainland China of foreigners traveling to China, overseas Chinese returning to the country, compatriots from Hong Kong and Macao returning to the mainland, Taiwan compatriots returning to the mainland and one-day tourists. A sample survey of the proportion of tourism, a sample survey of mainland residents’ domestic and outbound travel conditions, and other sample surveys organized and implemented based on the needs of tourism development.

Article 14 The special statistical survey is a special statistical survey on tourism conducted by the non-statistical agencies of the tourism administrative departments due to management needs.

Special tourism statistical surveys must be reviewed and coordinated by relevant departments and issued with a unified form number before they can be issued. Special tourism statistics are implemented by various professional functional agencies.

Special tourism statistical surveys mainly include: tourism resort statistics, labor wage statistics, tourism education statistics, tourism quality supervision complaint statistics and tourism area (point) reception and operation statistics, as well as according to the needs of tourism development Other tourism-specific statistics.

Article 15 All tourism enterprises and institutions that are approved by the tourism administrative department or included in the management of the tourism industry shall go to the relevant tourism statistics agency to handle statistical registration, and establish statistical ledgers and accounting systems. Provide for the submission of statistical data.

Article 16 Tourism statistical data shall be managed at different levels. National tourism statistical data are managed by the National Tourism Administration; local tourism statistical data are managed by local tourism administrative departments; special tourism statistical data are managed by agencies that implement special tourism statistical surveys.

Article 17 When collecting statistical reports, the tourism administrative department shall do a good job in reviewing the reports to ensure the accuracy of the statistical data. The statistical reports reported by the lower-level tourism administrative departments to the higher-level tourism administrative departments must be reviewed and signed by the leaders of the departments. When the number of tourism enterprises and institutions in the summary report changes significantly, the reasons should be explained.

Article 18 Local tourism administrative departments at all levels shall submit statistical analysis and sampling survey reports to the higher-level tourism administrative department on a quarterly and annual basis.

Article 19 Tourism administrative departments at all levels shall establish and improve the tourism statistical archives management system in accordance with the provisions of the Archives Law of the People's Republic of China.

The retention period of original tourism statistics data is 5 years.

Article 20: Tourism administrative departments at all levels shall regularly publish tourism statistical data within their respective jurisdictions in accordance with the law.

Local tourism administrative departments at all levels should seek the opinions of higher-level tourism administrative departments before publishing important statistical data.

The National Tourism Administration is responsible for verifying, publishing and publishing national tourism statistics. Provincial tourism administrative departments are responsible for examining, publishing and publishing tourism statistical data within their respective jurisdictions.

Propaganda, press and publishing units need to publish tourism statistics that have not yet been made public. If they are national, they must be approved by the National Tourism Administration; if they are regional, they must be approved by the local tourism administration department. Published tourism statistical data must indicate the data provider.

Article 21 Tourism administrative departments at all levels shall commend and reward units and individuals that have made contributions or achieved remarkable results in tourism statistics.

Article 22 The National Tourism Administration shall assess the statistical work of provincial tourism administrative departments, tourism administrative departments of key tourist cities and key tourism enterprises every year.

Local tourism administrative departments shall assess the statistical work of lower-level tourism administrative departments and tourism enterprises within their respective jurisdictions, and report the assessment results to the higher-level tourism administrative department for record.

Article 23 The evaluation of tourism enterprises and the annual inspection of travel agencies shall take the statistical assessment of enterprise tourism as one of the necessary conditions and contents.

Article 24 For violations of the Statistics Law and these Measures, the relevant departments shall impose administrative sanctions or administrative penalties in accordance with statistical laws, regulations, and rules.

Article 25: Anyone who fails to submit statistical data beyond the submission time specified in the tourism statistical report system or fails to submit statistical data as required, the tourism administrative department shall give a warning and send a "violation report" Notice".

Article 26 The National Tourism Administration is responsible for the interpretation of these Measures.

Article 27 These Measures shall come into effect on the date of promulgation.
