According to Article 22 of the Law of the People's Republic of China on Exit and Entry Administration

A foreigner may be exempted from applying for a visa under any of the following circumstances:

(1) According to the visa exemption agreement signed between the government of China and other governments, he is a visa-free person;

(2) Holding a valid alien residence certificate;

(3) An aircraft, ship or train on international voyage with a joint ticket transits from China to a third country or region, and stays in China for no more than 24 hours and does not leave the port, or stays in a specific area approved by the State Council for no more than the prescribed time limit;

(4) Other circumstances under which visas can be exempted as stipulated by the State Council.
