Measures of Yangzhou Municipality on the Administration of Tourism Standardization

Article 1 In order to strengthen the standardized management of tourism and promote the high-quality development of tourism, these administrative measures are formulated in accordance with the relevant provisions of the Tourism Law of the People's Republic of China, the Standardization Law of People's Republic of China (PRC) and the Measures for the Supervision and Administration of Standards of Jiangsu Province, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the formulation, implementation, supervision and management of tourism standards within the administrative area of this Municipality. Article 3 The people's governments of cities and counties (cities, districts) shall incorporate tourism standardization into the national economic and social development plan; Establish a coordination mechanism for tourism standardization and make overall plans for tourism standardization. Article 4 The market supervision and management departments shall uniformly manage the standardization work.

Culture, radio, film and television, tourism and other departments shall manage tourism standardization according to the division of responsibilities.

Public security, housing and urban and rural construction, urban management, transportation, commerce, health and other departments shall, in accordance with their respective responsibilities, do a good job in the publicity, training, implementation, supervision and inspection of tourism standards. Article 5 The people's governments of cities and counties (cities, districts) shall include the funds for tourism standardization into the fiscal budget at the corresponding level, and provide financial support for the formulation of local standards, standardization pilot demonstration, standardization strategy promotion and other projects. Article 6 Tourism standards include national standards, industry standards, local standards, group standards and enterprise standards. National standards for tourism are divided into mandatory standards and recommended standards. Tourism industry standards and local standards are recommended standards. Seventh because of the need to unify the technical requirements of the city's tourism industry, local standards for tourism can be formulated according to relevant regulations. Article 8 To formulate local standards for tourism, an expert group shall be set up to undertake standard drafting, technical review and other related work. Article 9 The municipal department of culture, radio, film and television tourism may apply for the formulation of local tourism standards according to the scope of public local tourism standards. Article 10 The project applicant shall promptly submit the relevant materials of the drafted local standards for tourism to the municipal market supervision and management department for examination and approval.

The municipal market supervision and management department shall publish the approved local standards for tourism to the society. Article 11 The technical requirements of local standards for tourism should be higher than the national standards.

Local tourism standards should be coordinated with other relevant standards. Twelfth local standards for tourism should reflect the local characteristics and cultural connotation of tourism resources.

Encourage and support brand enterprises with local characteristics and cultural connotations and inheritors of intangible cultural heritage to participate in the formulation of local tourism standards. Thirteenth municipal market supervision and management departments shall, in conjunction with the municipal departments of culture, radio, film and television, tourism and other relevant departments, regularly review local standards, and the results of the review shall be made public. After examination, if it is not suitable for the development of economy, society and science and technology, it shall be revised or abolished in time.

The review of local standards for tourism should listen to the opinions of trade associations, tour operators and tourists. Fourteenth to encourage social organizations and relevant market entities to coordinate the development of tourism organization standards, in order to adapt to market demand and innovation.

Tourism and related enterprises can independently or jointly formulate enterprise standards according to needs.

Encourage social organizations, tourism and related enterprises to formulate group standards and enterprise standards that are higher than the relevant technical requirements of recommended standards. Fifteenth to strengthen cooperation with international cities in tourism standardization; Encourage tourism and related enterprises, social organizations, educational and scientific research institutions and other units to actively participate in international standardization activities and participate in the formulation of international standards according to law. Sixteenth to encourage and guide tourism and related enterprises to transform tourism products, services, management and other innovative achievements into standards, and reward the standards that have reached the international and domestic advanced level through the comparison and verification of core elements and key technical indicators. Seventeenth mandatory standards for tourism must be implemented and recommended standards for tourism are encouraged.

In any of the following circumstances, the recommended standards for tourism shall be implemented:

(a) in accordance with the contract;

(2) The enterprise explicitly adopts it;

(3) Other circumstances that should be executed according to law. Article 18 Tourism and related enterprises shall disclose the serial numbers and names of the national standards, industry standards, group standards or enterprise standards they implement, organize production and business activities according to the standards, and the products and services they produce shall meet the technical requirements of the publicly implemented enterprise standards. Nineteenth city and county (city, district) people's governments should support the publicity, training and promotion of tourism standardization, and promote the tourism industry to organize production, operation, management and service in a standardized way. Twentieth city and county (city, district) people's governments shall support the pilot demonstration activities of tourism standardization and promote the implementation of tourism standards.

Encourage tourism and related enterprises to actively participate in the pilot activities of tourism standardization, recommend excellent standardized pilot demonstration projects to be upgraded to higher-level standardized pilot demonstration projects, improve the quality of tourism services, build tourism brands, and promote the upgrading of tourism industry. Article 21 The municipal market supervision and management department shall, according to the information feedback, evaluation and review on the implementation of standards, deal with the problem of overlapping or non-convergence of relevant standards in conjunction with the municipal departments in charge of culture, radio, film and television, tourism, etc. or through the municipal tourism standardization coordination agency.
