For college student innovation and entrepreneurship teams introduced after January 1, 2020, to settle in Huzhou and start enterprises, start-up funds for innovation and entrepreneurship of 500,000 yuan, 300,000 yuan, and 100,000 yuan will be provided according to categories A, B, and C respectively. , 50% will be allocated in two installments each (50% will be allocated after the company is registered and employees have paid social insurance for 1 month, and 50% will be allocated after the company is operating normally and employees have paid social insurance for 6 months); it will be given within 5 years Provide corresponding rental subsidies for business premises of up to 500 square meters, business guaranteed loans of up to 3 million yuan within 3 years and corresponding interest discounts. If the innovation and entrepreneurship projects are settled in the district, the municipal and district finances will be borne by the city and district finances in a ratio of 3:7; if the projects are settled in the counties, the county finances will be fully borne.

1. Teams that have made outstanding contributions to the city’s economic and social development or achieved significant performance will be given priority to apply for talent training projects such as the “South Taihu Elite Plan”.

2. College students working in teams refer to the "Opinions of the Huzhou Municipal Committee of the Communist Party of China and the Huzhou Municipal People's Government on Implementing the Strategy of Strengthening the City with Talents in the New Era to Serve Huzhou's High-Quality Catching-Up Development" (issued by the Huzhou Municipal Committee [2020 〕No. 8) relevant implementation rules, enjoy subsidies for home purchase, settlement, renting and employment.

3. If an intermediary agency introduces a college student innovation and entrepreneurship team, a subsidy of 5% of the amount of funding for the introduced team will be provided, which will be disbursed in two phases. The disbursement time is the same as Article 1 of this paragraph.

Article 11: For families with minimum living allowances who are willing to find employment and start a business in the graduation year and are actively seeking jobs and starting a business , college graduates from impoverished disabled families, registered poor families and extremely poor people, as well as college graduates with disabilities and those who have received national student loans, will be given a one-time job search and entrepreneurship subsidy.

Article 12 Employment and entrepreneurship service subsidies are used to strengthen the service capacity building of public employment and entrepreneurship service agencies, focusing on supporting the construction and maintenance of information network systems, public employment and entrepreneurship service agencies and their Universities carry out recruitment activities and entrepreneurship services, provide incentives and subsidies to entrepreneurship incubation bases, and purchase basic employment and entrepreneurship service results from the society.

Article 13: High-skilled talent training subsidies are mainly used for expenditures such as the construction of high-skilled talent training bases and the construction of skill master studios.

Article 14: Other expenditures refer to new project expenditures that are approved by the provincial people's government and comply with the relevant management regulations of the central government's special transfer payments.

Article 15: The specific standards for subsidy funds for individuals and units in employment subsidy funds shall be determined by the provincial finance, human resources and social security departments based on local actual conditions on the basis of compliance with the above principles. All localities must strictly control the proportion of expenditures on employment and entrepreneurship service subsidies.
