Wenbi Tower is located in Dongshan Park in Dongwenshan, east of Wenshan City, Wenshan Prefecture, Yunnan Province. Dongshan Park is a tourist attraction centered on Wenbi Tower developed and constructed by Wenshan in recent years. It faces Xihua Park to the west. It is surrounded by attractions such as Luohan Mountain Forest Park, Toutangba Park and Panlong Park at the foot of the mountain.

Some people say that the original intention of building the tower was to suppress demons and quell floods; because according to historical records, floods have occurred frequently in Wenshan since the Qing Dynasty, and the tower was built to quell floods and ensure peace. Wuzhou Wenbi Tower was built in the third year of Daoguang reign of the Qing Dynasty. When the tower was completed, it was called Wenbi Tower. In the fourth year of Daoguang reign of the Qing Dynasty, Ruan Yuan, the governor of Guangdong and Guangxi, visited Wuzhou and inscribed the title of the pagoda: "Beautiful Hair on the Wujiang River" on the first floor, "Observing the Cultural Development" on the third floor, "Bullfighting in the Light" on the fifth floor, and wrote a poem: "The clouds are steaming in the mountains, The water of the river is clear and condensed. With this high tower, the power is about to rise, and Wugang Jishi will prosper from now on."
