On some tourist routes, a few travel agencies adopt the business model of "zero negative tour fee", which seriously violates the provisions of the Anti-Unfair Competition Law and the Travel Agency Regulations, disrupts the normal business order of the market, harms the interests of tourism enterprises and tourists, and seriously restricts the healthy and orderly development of the tourism market.

In order to ensure the healthy development of the outbound tourism market, standardize the business behavior of tourism enterprises, and create a good tourism environment for tourists, China Travel Agency Association puts forward the following initiatives to travel agencies engaged in outbound tourism business:

1. Strictly abide by the relevant provisions of the Anti-Unfair Competition Law and the Travel Agency Regulations, resolutely resist the operation mode of "zero negative tour fee" and consciously safeguard the healthy development of the industry;

2. Advocate quality tourism, and do not engage in vicious competition at low prices;

3. Strengthen the awareness of quality service, choose overseas suppliers with excellent quality as business partners, and establish and maintain the brand image of quality service for outbound tourism;

4. Sign contracts with consumers and service providers according to the model outbound tourism contract formulated by the National Tourism Administration to ensure that tourism activities are carried out in accordance with the contract.

5. Advocate "Quality and Honesty Tour" to provide tourists with high-quality and honest outbound tourism products. There is no designated shopping, no surcharge and no mandatory self-funded items in the itinerary;

6. Consciously abide by relevant national policies and regulations, strengthen internal self-inspection of enterprises, and prevent quality problems of tourism services;

7. Respect and consciously safeguard the legitimate rights and interests of tourists, and guide and educate tourists to consume rationally;

8. Strengthen the enterprise's own product research and development capabilities and tourism strategies, actively develop high-quality tourism products that meet different needs, and promote the transformation and upgrading of outbound tourism product structure.
