Chapter 1 General Provisions Article 1 In order to implement the "Travel Agency Management Regulations" (hereinafter referred to as the "Regulations"), these implementation rules are hereby formulated in accordance with the "Regulations". No one shall engage in tourism business without the approval of the tourism administrative department and obtaining a license. Article 3 The "permanent offices established by foreign travel agencies within the territory of the People's Republic of China" as stipulated in Article 2 of the Regulations refer to those established by foreign travel agencies within the territory of the People's Republic of China with the approval of the National Tourism Administration. (3) With the approval of the National Tourism Administration, organize residents of the People’s Republic of China and the People’s Republic of China to travel to foreign countries and For tourism in Hong Kong, Macau and Taiwan, we will arrange tour guides, entrusted reception and luggage and other related services, and accept the entrustment of tourists to handle exit and visa procedures for tourists;

(4) Through the National Tourism Administration Approval, organize residents of the People's Republic of China and the People's Republic of China to travel to specified border areas of countries bordering our country, arrange tour guides, entrusted reception, luggage and other related services for them, and accept entrustment from tourists to handle exit and visas for tourists. Without the approval of the National Tourism Administration, no travel agency is allowed to operate overseas tourism business for residents of the People's Republic of China and the People's Republic of China, Hong Kong, Macao and Taiwan tourism business, and border tourism business. Article 5 Domestic travel agencies may engage in the following businesses:

(1) Recruiting Chinese tourists to travel domestically, acting as agents for transportation, sightseeing, accommodation, catering, shopping, entertainment and providing tour guides and other related services;

(2) Purchasing, booking domestic transportation tickets, and providing luggage services for Chinese tourists;

(3) Other domestic tourism-related businesses as stipulated by the National Tourism Administration. Article 6 Tourism administrative departments at all levels shall supervise and manage travel agencies in accordance with the principles of unified leadership and hierarchical management:

In accordance with the "Regulations", the establishment of international travel agencies shall be subject to the approval of the National Tourism Administration, and the establishment of domestic travel agencies shall be subject to the approval of the National Tourism Administration. It shall be examined and approved by the provincial tourism administrative department.

The tourism administrative department implements territorial management of various travel agencies and permanent offices of foreign travel agencies. Article 7 International travel agencies shall apply for tourist visas in accordance with the specific procedures prescribed by the tourism administrative department. Article 9 To establish a travel agency, a travel agency shall be established in accordance with the Regulations. Payment of quality guarantee deposit shall be carried out in accordance with the relevant regulations of the National Tourism Administration. Article 10 To establish an international travel agency, management personnel shall have the following qualifications:

(1) One general manager holding the "Travel Agency Manager Qualification Certificate" issued by the National Tourism Administration;

(2) At least 3 department managers holding the "Travel Agency Manager Qualification Certificate" issued by the China National Tourism Administration;

(3) Full-time accounting personnel with professional titles such as accountants or above. Article 11 To establish a domestic travel agency, the operation and management personnel shall have the following qualifications:

(1) 1 general manager holding the "Travel Agency Manager Qualification Certificate" issued by the National Tourism Administration;

Article 12 The regulations on the qualifications of travel agency managers shall be formulated separately by the National Tourism Administration. Article 13 To establish an international travel agency, it must have the following business premises and operating facilities:

(1) Sufficient business premises;

(2) Fax machines, direct lines Telephones, computers and other office equipment;

(3) Having the conditions for networking with the tourism administrative department;

(4) Business cars, etc. Article 14 To establish a domestic travel agency, it shall have the following business premises and operating facilities:

Article 15 When applying for the establishment of a travel agency, in accordance with the provisions of the preceding articles of this chapter, relevant supporting documents such as capital contribution certificate, letter of commitment to pay quality guarantee deposit, qualification certificates of the general manager and department managers, business premises and operating facilities, etc., shall be submitted to the acceptance of the application.
