Chapter 1 General Provisions Article 1 In order to strengthen the protection and management of tourist attractions, accelerate the construction of tourist attractions, rationally develop and sustainably utilize tourism resources, this document is formulated in accordance with relevant laws and regulations and in conjunction with the actual situation of this city. regulations. Article 2 The term "tourist attractions" as mentioned in these Regulations refers to areas determined by the tourism administrative department to have ornamental or cultural or scientific research value, where natural and cultural scenery are relatively concentrated, and where people can visit, rest or carry out scientific and cultural activities. Article 3 These regulations shall apply to the protection, development, management and operation activities of tourist attractions within the administrative region of this city. Article 4 The tourism administrative department of the Municipal People's Government is responsible for the unified supervision and management of tourism business activities in tourist attractions in this city. District and county tourism administrative departments are responsible for the supervision and management of tourism business activities in tourist attractions within their jurisdiction. Township and town people's governments should assist tourism administrative departments in tourism management work.
Administrative departments such as construction, development planning, urban planning, land and resources, environmental protection, agriculture, animal husbandry, and forestry should carry out relevant management work of tourist attractions within the scope of their respective responsibilities. Article 5 The construction and development of tourist attractions should adhere to the principle of combining priority of protection with appropriate development and utilization, integrating social benefits, economic benefits and environmental benefits, and highlighting local characteristics and local ethnic cultural characteristics. Article 6 People's governments at all levels shall incorporate the construction and development of tourist attractions into national economic and social development plans. Chapter 2 Development and Protection Article 7 The development and construction of tourist attractions shall comply with the city's overall plan and tourism development plan. The development, construction and protection plans of tourist attractions should be prepared by units with corresponding planning qualifications and submitted for approval in accordance with prescribed procedures after being approved by the tourism administrative department. Article 8 When developing and constructing tourist attractions, an environmental impact assessment must be conducted, and the related environmental protection facilities must be designed, constructed, and put into use at the same time as the main project. Article 9 When developing and constructing tourist attractions, living areas and tourist areas should be divided according to the principle of sightseeing within the scenic area and food and accommodation outside the scenic area, and supporting sanitation facilities and other service facilities should be set up in accordance with regulations, and should be coordinated with the overall environment of the tourist attraction. Article 10 Construction within tourist attractions and their peripheral protection zones should be coordinated with the landscape; hotels, guest houses, rest (recuperation) institutions and other permanent buildings (structures) that affect the natural landscape are not allowed to be constructed in tourist areas. Article 11 The tourism administrative department shall participate in the completion acceptance of tourist attraction construction projects. Article 12 Operators of tourist attractions shall do a good job in protecting forest vegetation, wild animals, cultural relics, historical and cultural buildings, and ancient and famous trees in the scenic spots in accordance with the law. Chapter 3 Management and Operation Article 13 The tourism administrative department shall perform the following duties in managing tourist attractions:
(1) Promote relevant laws and regulations;
(2) Supervise tourism Scenic area operators protect and rationally utilize tourism resources;
(3) Supervise tourist attraction operators to formulate scenic area management systems;
(4) Supervise and manage the tourism service activities of tourist attraction operators ;
(5) Safeguard the legitimate rights and interests of tourists and accept their complaints;
(6) Other duties that should be performed in accordance with the law. Article 14 Operators of tourist attractions shall abide by the principles of good faith and fair competition, operate legally, and accept the supervision and management of the tourism administrative department and relevant administrative departments. Article 15 Tourism employees in tourist attractions should participate in vocational skills training. Those who are required to have job qualifications or professional qualifications as stipulated by the state must obtain the corresponding qualification certificate and hold the certificate to work. Article 16 Operators of tourist attractions shall abide by the following regulations:
(1) Develop scenic area tourism management systems or measures and be responsible for their implementation;
(2) Set up tourist attractions Tourist service centers that provide services and accept complaints and public information graphics signs that comply with national standards;
(3) Disclose service charging items and charging standards to ensure service quality and not defraud tourists. , extortion, coercion or misleading;
(4) Establish a safety management responsibility system and equip full-time (part-time) personnel and necessary safety equipment and facilities suitable for safety management work;

(7) Other obligations that should be performed in accordance with the law; Article 17 Operators of tourist attractions should take timely rescue measures for tourism safety accidents and report them to the administrative departments of tourism, public security, and production safety.
Article 18 When engaging in business operations and services in tourist attractions, the following acts that infringe upon the legitimate rights and interests of tourists shall not be allowed:
(1) Failure to perform or incomplete performance of contracts or agreements with tourists;
(2) Failure to provide services in accordance with national standards and industry standards;
(3) Forcing tourists to accept services;
(4) Regarding service scope, content, standards, etc. Making false and misleading publicity;
(5) Providing services of inferior quality and high price;
(6) Selling fake and shoddy goods;
(7) Infringement of the personal and property safety of tourists;
(8) Other acts that infringe on the legitimate rights and interests of tourists. Article 19 The legitimate rights and interests of operators of tourist attractions are protected by law and may not be infringed upon by any unit or individual. They have the right to report and accuse behaviors that infringe upon their legitimate rights and interests.
