The history of Liushi

In 1984, Liushi Town Commune was renamed Liushi Town and was still under the jurisdiction of Liushi District; in 1992, Liushi District was revoked and the eighteen towns under the jurisdiction of Liushi District were merged into eight towns to form Liushi Town (formerly Liushi Town, Hutou Town, Huheng Township, Mingdong Township), Beibaixiang Town (formerly Beibaixiang Town, Sanshan Township, Mingyu Township, Wanjia Township, Hongduqiao Township), Wengyang Town (formerly Wengyang Town, Haiyu Township), Huanghua Town, Qiligang Town (formerly Shenjiang Town), Xiangyang Town (formerly Xiangyang Town, Xiangdong Township), Panshi Town, Baishi Town (formerly Baishi Township, Zhongdong Township) The administrative structure of the eight major towns in Yanxiang. Liushi District was established in 1912 until it was abolished in 1992. In April 2011, in accordance with the overall plan of the Wenzhou metropolitan area, the Liushi District started the administrative division adjustment work around "1650". This adjustment will, to a certain extent, change the problems of too small towns in Liushi area, weak urban functions, and too few rural central towns. In accordance with the Yueqing City administrative division adjustment plan approved by the Zhejiang Provincial People's Government, Liushi District has carried out a series of township and village mergers: Liushi Town merged with the surrounding Xiangyang Town, Qiligang Town, and Huanghua Town, forming an area of ??93.8 square kilometers. Xinliushi Town and Beibaixiang Town, an important southwest town, will also merge with Panshi Town to form New Taipei Baixiang Town with an area of ??75.5 square kilometers. Baishi Town, where Yueqing Railway Station is located, and Wengyang Town, where Yueqing Economic Development Zone is located, will also It will bid farewell to the history of townships and establish street offices. Together with the other six streets, it will form a new urban area of ??Yueqing City with an area of ??259.6 square kilometers, and will be placed under the direct management of the Yueqing Municipal Government. By then, Liushi District will form a new pattern of 2 towns and 2 streets, which will lay a solid foundation for Liushi District to promote the comprehensive reform of urban and rural coordination.

In May of the same year, Yueqing City’s application for establishing an urban functional area was approved. Five urban functional zones based on regional resource advantages and aligned with urban development positioning have started construction, which will build a platform for Yueqing to promote new urbanization and new industrialization. The Liushi District, which accounts for the largest economic weight in Yueqing City, includes 4 of them in one fell swoop, namely: Yueqing Binhai New City Functional Area, which is positioned as a city in Yueqing City with important functions such as business agglomeration, ecological livability, and comprehensive transportation hubs. Core area; Yueqing Economic Development Zone, positioned as the main platform for economic development of Yueqing City, industrial transformation and upgrading demonstration zone and comprehensive new industrial city with complete functions; Liushi Comprehensive Economic Function Zone, positioned as the International Electrical and Electrical Industry City and Yueqing City's Comprehensive Port Logistics Hub; Beibaixiang Industrial and Trade Functional Zone, positioned as Yueqing City's advanced manufacturing base, modern business gathering area and beautiful rural construction demonstration area. As a dispatched agency of the Yueqing Municipal Government, the Functional Zone Management Committee will be specifically responsible for economic affairs within the scope of the functional zone, while the streets (towns) will be responsible for social management and administrative affairs within their jurisdiction. At this point, all the streets (towns) in Liushi District have truly realized the "unification of districts and streets". Through a series of measures such as optimizing spatial layout and implementing comprehensive development, Yueqing has effectively promoted Yueqing to become a livable and entrepreneurial city integrating industry, trade, tourism and ports. The development of new modern cities.

On March 17, 2015, with the approval of the National Development and Reform Commission, 61 areas including Liushi Town were selected as pilot projects for comprehensive reform of small and medium-sized cities (only 4 at the town level, the others are Hengdian Town, Humen Town, and Chang'an Town) . In addition to focusing on the development of the region, this pilot is more importantly to explore paths for the reform and development of small and medium-sized cities across the country, strive to build institutional mechanisms to promote the healthy development of small and medium-sized cities, and explore reform experiences that can be replicated and promoted. This marks that Liushi Town has reached a new level in promoting the comprehensive reform of small and medium-sized cities.

In April of the same year, the Wenzhou Oujiangkou New Area Development and Construction Management Committee was renamed the Wenzhou Oujiangkou Industrial Cluster Area Management Committee.

On May 8, the Yueqing Economic Development Zone and Liubai New District in the Liushi area were included in the planning of the Wenzhou Oujiangkou Industrial Cluster Area, and implemented the "one set of people, multiple brands" operation model. They were respectively managed by the Yueqing Wengxin District Management Committee (Corresponding to the Yueqing Economic Development Zone Management Committee) and Yueqing Liubai District Management Committee (corresponding to the Yueqing Liubai New District Development and Construction Committee) are responsible for planning, construction, management, and investment promotion.
