In 2001, the then National Tourism Administration, State Planning Commission, and State Environmental Protection Administration jointly proposed the honorary title, jointly formulated the certification standards, and jointly evaluated it through relevant procedures.

In July 2007, the National Tourism Administration and the State Environmental Protection Administration jointly awarded the Eastern OCT the honorary title of "National Ecological Tourism Demonstration Zone", making the Eastern OCT the first tourist resort in China to win this honor. district. In the same year, the "Management Specifications for the Eastern OCT National Ecotourism Demonstration Zone" was released.

In November 2008, the National Ecotourism Development Work Conference was held in Beijing. At that time, the National Tourism Administration was formulating the "National Ecotourism Demonstration Zone Standards" and released a draft for comments at the meeting.

In 2010, the National Tourism Administration jointly drafted the "National Ecotourism Demonstration Zone Construction and Operation Specifications (GB/T26362-2010)" with the Ministry of Environmental Protection and two agencies.

In September 2012, the National Tourism Administration and the Ministry of Environmental Protection jointly formulated the "National Ecotourism Demonstration Zone Management Regulations" and the "National Ecotourism Demonstration Zone Construction and Operation Specifications (GB/T26362-2010) "Rating Implementation Rules" and promulgated and implemented.

In December 2013, the National Tourism Administration and the Ministry of Environmental Protection announced the list of national eco-tourism demonstration zones in 2013, with 39 in total.
