livelihood issues refer to people's and residents' daily life matters, such as clothing, food, housing, transportation, employment, entertainment, families, associations, companies, tourism, etc. It is very important to have a more accurate, reasonable and appropriate definition of people's livelihood issues, because it directly affects the formulation and implementation of specific people's livelihood policies.

if the definition of people's livelihood is too vague or too broad, then the policy of people's livelihood based on this definition will inevitably be too complicated and vague. People's livelihood issues include three levels of concrete content from low to high, showing a progressive state.

Its specific contents include: social relief, minimum living security, basic social security, compulsory education, basic public health, basic housing security, and so on;

2. It mainly refers to people's basic development opportunities and abilities. People should not only survive with dignity, but also have the ability to survive. People's livelihood issues at this level mainly focus on the basic "source of livelihood" of the people, and consider the issue of "having the ability and opportunity to survive" of every member of society.

that is, after meeting the basic survival problems of social members, a society should consider the basic development ability and opportunities of social members in order to provide people with a minimum development platform and prospects.

Its specific contents include: promoting full employment, carrying out basic vocational training, eliminating discrimination, providing fair and reasonable social mobility channels, and related basic rights and interests protection issues (such as labor rights, property rights, social affairs participation rights), and so on;

3. It mainly refers to the social welfare status of people above the basic survival line. People's livelihood issues at this level mainly focus on people's basic "quality of life" issues.

that is, when a society has solved people's basic survival, basic development opportunities and basic development ability, with the substantial improvement of economic development level and public financial resources, and with the comprehensive establishment of modern system, the further problem to be considered should be to provide welfare for all members of society to comprehensively improve their quality of life.

It mainly includes: people should enjoy higher social welfare, for example, students in public institutions of higher learning should receive free education in the future; Housing provident fund should be popularized to every worker; The rights of social members should be fully protected, and so on.

It should be noted that this problem belongs to the people's livelihood at a higher level, and the current China society has not been able to comprehensively solve this problem. However, people's livelihood at this level should be included in the medium and long-term goal system of improving people's livelihood as an important goal in the future.

there is actually a rule in improving people's livelihood, that is, from the perspective of reality and operational logic, the above three levels of people's livelihood have a progressive relationship.
