(1) Fixed asset investment grew rapidly

(2) Agricultural and rural economic development has achieved obvious results

Distributed 314 million yuan in direct subsidies for agricultural inputs, improved seeds, returning farmland to forests, and comprehensive agricultural inputs. 25.43 million yuan of subsidies for home appliances, cars and motorcycles going to the countryside were cashed in. The pilot project of "one case, one discussion" financial rewards and subsidies for the construction of village-level public welfare undertakings has achieved remarkable results.

The construction of new rural areas has been solidly advanced. A total of 1.51 billion yuan has been invested, 8,776 characteristic residential houses have been built, 1,489 kilometers of hard board roads into villages and households have been built, the appearance of 100 municipal-level assisted villages has been effectively improved, and 80 provincial-level key villages have been fully constructed start up. Excluded 200,000 square meters of D-class dilapidated buildings in primary and secondary schools, completed an investment of 86.63 million yuan in rural primary and secondary school teacher turnover housing, and built 2,406 units of 120,300 square meters. The performance-based pay reform for primary and secondary school teachers in compulsory education schools has been fully completed. The new rural cooperative medical system has participated in 1.811 million people, with a participation rate of 91.66%, and medical expenses have been reduced or reduced by 150 million yuan. The construction of the "Double Hundred" project of 206 village clinics and 5 urban community health service systems has been fully completed, effectively alleviating the problems of "difficulty" and "expensiveness" of medical treatment for the masses. The cultural, tourism, radio and television industry has been vigorously promoted. Projects such as the protection of national culture, the sharing of cultural information resources, and farmhouse libraries have been steadily advanced. The cultural brands of festivals such as the Sigangli "Touch You Black" Carnival, Gengmashui Culture and Tourism Festival, and Yongde Mango Festival of the Wa ethnic group in China are constantly improving. The construction of 11 ethnic cultural tourism characteristic villages and 3 tourist towns is progressing steadily. Throughout the year, it received 2.5353 million domestic tourists, an increase of 9.8%, and achieved domestic tourism revenue of 1.099 billion yuan, an increase of 7.3%. The first and second phases of the live broadcast satellite construction tasks of the radio and television "Village Access" project were successfully completed, all 9 radio and television high-mountain radio transmitting stations were completed, and the overall cable digital television conversion project was progressed in an orderly manner.

Coordinated development of science, technology, sports and other undertakings. The action plan for building an innovative Yunnan has been conscientiously implemented, and science popularization work has been carried out extensively. Sports, archives, statistics, local chronicles, literature and history and other undertakings achieved new development. New results have been achieved in national defense mobilization and militia reserves, civil air defense, foreign affairs, earthquake prevention, disaster reduction, overseas Chinese affairs, customs, inspection and quarantine, and quality and technical supervision. The electric power, supply and marketing, hydrology, meteorology, postal service, communications, insurance and other industries have created new situations.

(5) People’s livelihood issues have gradually improved

The level of social security has continued to improve. 290 million yuan of urban and rural subsistence allowances were distributed, 370,000 people enjoyed the minimum living security, and policies such as the "Five Guarantees" support were effectively implemented. Distributed 287 million yuan of various insurance funds such as pension insurance, medical insurance, unemployment insurance, work-related injury insurance, and maternity insurance, an increase of 25.37 million yuan compared with 2008. 73,929 people are covered by the basic medical insurance for urban residents, with the insurance participation rate reaching 62%. The pilot project of new rural social pension insurance in Gengma County was successfully launched. There were 11,091 new jobs in urban areas, 3,511 laid-off and unemployed urban residents were re-employed, 3,160 people with employment difficulties were re-employed, 2,636 jobs in enterprises with difficulties were stabilized, 801 public welfare jobs were developed, and 2,362 college and technical secondary school graduates were employed. The employment pressure of zero-employment families, college graduates, returning migrant workers, retired military personnel and other groups has been effectively alleviated.

Poverty alleviation work continues to advance. 403 million yuan of poverty alleviation funds were obtained, 626 village-wide promotion projects were organized and implemented, 5,884 people were relocated for poverty alleviation, 205 million yuan of small-amount poverty alleviation loans were issued, 40 million yuan of special enterprise discount loans were issued, and 51,000 rural surplus laborers were transferred. The poverty alleviation and development pilot work of "Rural Development Promotion" in Boshang Town, Linxiang District is progressing smoothly. The immigration work in the hydropower development reservoir area is progressing steadily.

The "Colorful Yunnan·Secret Land Lincang Protection Action" has been carried out in depth. Energy saving and emission reduction have achieved remarkable results. 16 "pollution control" projects have been implemented. The garbage disposal sites in Linxiang District and Yunxian County have been completed and put into use. The construction of garbage disposal sites in other 6 counties is progressing smoothly; the sewage treatment plant in Linxiang District has been put into trial operation, and the urban sewage treatment plants in 7 other counties have been put into use. and supporting pipe network projects started smoothly. Four companies including Linxiang Nanhua Jingxin Sugar Co., Ltd. and Yunxian Xingfu Sugar Co., Ltd. completed and accepted chemical oxygen demand emission reduction projects for comprehensive utilization of sugar waste. The city's energy consumption per unit of GDP, chemical oxygen demand and sulfur dioxide emissions dropped significantly year-on-year, and the annual energy conservation and emission reduction targets were fully achieved.

(7) Steady advancement of reform and opening up

Various reforms continue to deepen. The reform of municipal and county (district) government agencies was carried out in an orderly manner. The reform of the investment and financing system has been steadily implemented, the first small loan company has been put into operation, and the application for issuance of urban investment bonds is in progress. The reform of state-owned assets supervision and management was solidly advanced. The reform of overseas Chinese farms has achieved initial results. The main reform of the collective forest rights system and the reform of township financial budget management have been basically completed. The value-added tax transformation reform policy has been effectively implemented. Comprehensive education reform, water affairs reform, comprehensive rural reform, department budget reform, and centralized treasury payment reform are gradually deepening.

The level of opening up to the outside world continues to improve. With the goal of building a "great openness and great circulation" pattern, we will make full use of border advantages and vigorously implement the opening strategy along borders, along lines, and along rivers. Port infrastructure construction has been significantly improved, and comprehensive service capabilities have been significantly improved. It vigorously promotes investment promotion and actively organizes groups to participate in activities such as the Queensland Trade Fair and the Pan-Pearl River Delta Regional Economic and Trade Cooperation Fair. Famous companies such as Century Golden Resources Group and Dutch company Bitfund have settled in Lincang. The construction of spiritual civilization and democracy and legal system has been continuously strengthened. We attach great importance to the construction of the socialist core value system, carry out extensive education on social ethics, professional ethics, family virtues and personal character, further promote the Lincang spirit, and continuously improve the level of urban and rural civilization, the ideological and moral quality of citizens, and the scientific and cultural quality. The grassroots organization construction model of "four hanging meetings, two meetings, one joint group, one deliberation, three trials and one referendum" has been effectively promoted. The work of building democracy and the legal system, governing the city according to law, and ethnic and religious affairs have been strengthened and consolidated. New progress has been made in trade unions, women, children, youth, the elderly, the Red Cross, charity, the disabled and other undertakings. Effectively implement the "double support" preferential care and resettlement policy. The “Fifth Five-Year Plan” for legal dissemination was fully implemented.

Stability maintenance work has achieved effective results. The China-Myanmar border (Lincang section) has achieved remarkable results in handling emergencies and maintaining stability, which has been fully recognized by the Party Central Committee, the Provincial Party Committee, and the Provincial Government. We attach great importance to the work of letters and calls, carry out in-depth activities of “receiving and sending visits” for leading cadres, actively mediate conflicts and disputes, and properly handle mass incidents. Comprehensive management of social security has been effectively strengthened, a new round of anti-drug and "anti-AIDS" people's war has been solidly advanced, the safety production situation has steadily improved, and the safety of people's lives and property has been effectively guaranteed.

(9) The government’s own construction has been strengthened

Activities to learn and practice the scientific outlook on development have been carried out in depth, and the government’s ability to lead scientific development has been further enhanced. The four systems of the Sunshine Government were fully implemented, and the government organized 90 major decision-making hearings, publicized 1,067 important matters, notified 1,605 key tasks, proactively disclosed 21,576 government information, accepted 3,119 government information inquiries, and completed 3,119 inquiries. The satisfaction rate reached 98.3%. Persist in reporting work to the Municipal People's Congress and its Standing Committee, implement the resolutions of the Municipal People's Congress and its Standing Committee, and conscientiously negotiate important matters with the Municipal People's Political Consultative Conference. We handled 100 motions, criticisms and suggestions from Municipal People’s Congress deputies and 158 proposals from CPPCC members, with a response rate of 100%.

We will conscientiously implement the responsibility system for building party style and clean government, strengthen the supervision functions of auditing and administrative supervision, and strictly implement the bidding and government procurement systems. We will conduct an in-depth inventory of "small treasury", standardize the management of non-tax revenue, carry out special governance in the construction field, severely punish commercial bribery, seriously investigate and deal with disciplinary cases, and effectively correct unhealthy trends in departments and industries.
