Overall development planning and layout of Pingtan comprehensive experimental area

According to the physical and geographical characteristics of Haitan Island and its affiliated islands, starting from the advantages of deepening cross-strait economic and trade exchanges, undertaking industrial transfer in Taiwan Province Province, and promoting cross-strait cooperation in science, technology, culture and education, the development and construction of Pingtan Comprehensive Experimental Zone are planned and scientifically laid out.

First, Haitan Island. Haitan Island is the core area of Pingtan Comprehensive Experimental Zone. It is necessary to gradually build a spatial development pattern with reasonable division of labor, complementary functions and coordinated development through group promotion and sequential development.

Located in the east and middle of Haitan Island, the Central Business District mainly includes Tancheng Group (existing urban area), Blue City Group and Zhuyu Group, focusing on developing high-end business, financial insurance, administrative office, noble residential and tourism service facilities for cross-strait cooperation, stepping up the improvement of municipal infrastructure in the existing urban area and the new central area, striving to enhance the overall function of the central urban area and create a central core area with reasonable layout, ecological livability and vitality.

Port Economic and Trade Zone, located in the southwest and east of Haitan Island, mainly includes Jinjingwan Group, Jidiao Port Group and Aoqian Group, focusing on developing bonded processing, bonded logistics, freight forwarding, entrepot trade and port logistics, and building trade, seafood processing and agricultural products trading center in Taiwan Province Province.

High-tech Industrial Zone, located in the Central Plains in the north of Haitan Island, focuses on the development of strategic emerging industries such as electronic information, new materials and new energy, promotes the application of low-carbon technologies, and strives to become a high-tech industrial base and a demonstration base for the application of low-carbon technologies across the Taiwan Strait.

Science and technology R&D Zone, located in the happy ocean group in the northwest of Haitan Island, mainly develops R&D design, carries out close cooperation between Industry-University-Research and Taiwan, and builds an industrial technology R&D and application base for cross-strait cooperation; Explore the establishment of an intelligent demonstration new city integrating intelligent transportation, intelligent life and intelligent building.

Cultural and educational zone, located in Pingyang Group in the north-central part of Haitan Island and its surrounding areas, plans to build a cross-strait educational cooperation park to promote the close cooperation between well-known universities in Chinese mainland and relevant universities in Taiwan Province Province; Layout cultural and creative industrial parks and animation game cities, promote cross-strait cooperation in design, advertising, media and other cultural and creative industries and animation industries, and strive to build cross-strait demonstration bases for higher education, vocational and technical education and cultural and creative industry cooperation.

Tourism and leisure areas, mainly located in Tannan Bay Group in the southeast of Haitan Island and adjacent islands and reefs, give full play to the unique advantages of island tourism resources such as natural coastal beaches and marine erosion landforms, strengthen cross-strait tourism cooperation, actively develop tourism and leisure industries such as marine sports and health care, accelerate the construction of coastal resort hotels and supporting service facilities, and gradually build an internationally renowned sightseeing and leisure resort.

Second, the affiliated islands. The affiliated islands such as Yutou Island, Dalian Island, Dongdong Island, Tangyu Island and Caoyu Island are important parts of Pingtan Comprehensive Experimental Zone. On the basis of full argumentation, select some islands suitable for development, define their functional orientation and build functional islands with their own characteristics. Yutou Island mainly develops high-end residential areas, leisure resorts and marine cultural relics areas, and builds a shipwreck museum, a submarine cultural relics research center and a shipwreck salvage technology research center. Dalian Island mainly develops characteristic shipbuilding industry (including yachts). Dongdong Island mainly develops marine sightseeing fishery. Cao Yudao plans to build a marine supply base in the Taiwan Province Strait. Tangyu Island is planned to be developed into a high-end holiday resort. While speeding up the development and construction of Pingtan, it is necessary to coordinate the development layout of Pingtan and surrounding areas, promote the rational flow and optimal allocation of production factors in a wider range, and realize regional linkage development.

First, promote common development with the surrounding areas. Relying on the good economic foundation and convenient traffic conditions in Fuqing, Changle and other surrounding areas, we should strengthen the connection between Pingtan and the surrounding areas, coordinate industrial division and cooperation, expand Pingtan's industrial development space, encourage surrounding areas to develop related industries, enhance the overall regional function of undertaking industrial transfer in Taiwan Province Province, and realize the complementary advantages and common development of Pingtan and surrounding areas.

Second, coordinate development with other regions in the economic zone on the west side of the Taiwan Strait. Pingtan Comprehensive Experimental Zone, as the breakthrough of the economic zone on the west side of the Taiwan Straits, took the lead in implementing more flexible and special policies and measures, and gradually extended the successful experience to other areas of the economic zone on the west side of the Taiwan Straits, forming a new pattern of exchanges and cooperation with Taiwan with key breakthroughs, from point to area and coordinated promotion. As the direct hinterland of Pingtan Comprehensive Experimental Zone, the economic zone on the west side of the Taiwan Strait should give full play to its overall functions, promote regional coordinated development, and provide strong supporting conditions for the development and construction of Pingtan Comprehensive Experimental Zone.

Third, strengthen cooperation and development with other parts of China. Support Pingtan Comprehensive Experimental Zone to strengthen cooperation with other areas in China, especially those where Taiwanese investment is relatively concentrated, and encourage Taiwan-funded enterprises in these areas to set up regional marketing headquarters, logistics distribution centers and industrial R&D bases in Pingtan to promote complementary advantages, division of labor and cooperation and common development. Actively innovate the new mechanism and model of cross-strait exchanges and cooperation, and provide a model for other areas where Taiwanese investment is relatively concentrated.
