Where in Qinghai Province can't people travel abroad casually?

I haven't heard of this. I only know that there will be more restrictions for leading cadres to travel abroad.

Under any of the following circumstances, they are not allowed to leave the country:

(1) Defendants and criminal suspects in criminal cases identified by public security organs or people's procuratorates and people's courts;

(two) the people's court informed that there are unresolved civil cases that cannot leave the country;

(3) Being sentenced to a penalty and serving a sentence;

(4) Being reeducated through labor;

(five) the relevant competent authorities of the State Council believe that leaving the country will endanger national security or cause great losses to national interests.

Article 9 In any of the following circumstances, the frontier inspection organ shall have the right to stop leaving the country and deal with it according to law:

(1) Holding an invalid exit certificate;

(2) Holding other people's exit certificates;
