The following are the issuance regulations:

Provisions on Issuing Tourist Permits for Macao Residents to Travel to and from the Hong Kong Special Administrative Region The Chief Executive, after consulting the Executive Council in accordance with Article 50, paragraph 5, of the Basic Law of the Macao Special Administrative Region, formulated this administrative regulation.

First day sex

The Pass for Macao Residents to and from the Hong Kong Special Administrative Region (hereinafter referred to as the Pass) issued by the Macao Special Administrative Region is the document for Macao residents to and from the Hong Kong Special Administrative Region.

Article 2 Identification

A tourist card is identified by a number consisting of seven numbers.

Article 3 Validity period

The validity period of the tourist card shall not exceed three years and shall not be extended. During the validity period, the holder may hold this card for multiple trips to and from the Hong Kong Special Administrative Region.

Article 4 Effective conditions

The tourist card shall not be modified or altered in any form.

Note to article 5

Before issuing a tourist card, you must take notes on the card. After the issue, no more comments are allowed.

Article 6 Issuer

1. Authorize the Identity Certification Bureau of the Macao Special Administrative Region (hereinafter referred to as the Identity Certification Bureau) to issue tourist cards.

Two, the authority to approve the issuance of tourist cards belongs to the director of the identity card bureau.

Three, the director of the identity certificate bureau may delegate the authority referred to in the preceding paragraph to the person in charge whose rank is second only to his.

Article 7 Form

Tourist cards are issued in the form of personal documents.

Article 8 Issuance Records

The identity card bureau is responsible for establishing and keeping records of all tourist cards issued.

Article 9 Improper use

Travel cards that do not meet the requirements will be detained by administrative and judicial authorities.

Article 10 False statements

Those who make false statements or use false documents to obtain travel permits will be investigated for criminal responsibility according to law.

Article 11 Application for qualification

People who meet all the following conditions can apply for a tourist card:

(1) China citizens or Portuguese citizens who are residents of the Macao Special Administrative Region;

(2) Holding a Macao resident identity card or a permanent identity card of the Macao Special Administrative Region or a non-permanent identity card of the Macao Special Administrative Region. * Article 12 Submission of applications

1. To apply for the issuance of a tourist card, the applicant shall file an application with the identity authentication bureau himself or apply by mail.

Two, the application for issuing tourist cards to minors shall be made by the person who exercises parental rights according to law.

3. Where it is prohibited or quasi-prohibited, an application shall be filed by the person exercising the right of custody or preservation according to law.

Article 13 Documents submitted

When applying for a tourist card, you must attach:

(1) Macao resident identity cards, Macao Special Administrative Region permanent identity cards and Macao Special Administrative Region resident identity cards;

(two) the identity documents of the parents or other persons exercising parental rights referred to in the second paragraph of the preceding article;

(three) the identity certificate of the guardian or assistant referred to in the third paragraph of the preceding article;

(4) Two recent color bareheaded photos.

Obstacles stipulated in Article 14

The identity card office will not issue a travel card under the following circumstances:

(1) If the court has not ruled or supplemented the custody of minors before they leave their parental rights, their biological parents raise objections;

(2) Other circumstances stipulated by laws and regulations.

Article 15 Release time

1. The issuance time of tourist cards is generally five working days from the date of filing all documents, but the identity certification authority may adjust the above issuance time.

Two, under special circumstances, the director of the identity certificate bureau or its authorized person may approve the issuance of tourist cards within two working days, and the applicant does not need to pay extra fees.

Article 16 Cancellation and seizure

1. In order to prevent the lost or stolen tourist card from being used for illegal purposes, the holder of the lost or stolen tourist card should immediately notify the police authorities of the relevant facts.

Two, the guardian or assistant of the banned or quasi-banned person may request the identity certificate bureau to cancel and detain the travel permit issued to these people.

Three, found that the use of the tourist card referred to in the preceding paragraph, the identity certificate bureau will ask the police to detain it.

Article 17 Publication of names

1. If there is more than one name on the applicant's Macao resident identity card or Macao Special Administrative Region resident identity card document, only his name will be published on the inside page of the back cover of the travel card printed with personal data.

Two, at the request of the applicant, another name different from the first name can be published on the back of the travel card containing personal data.

Article 18 Replacement

I. Issue a new travel card to the obligee under the following circumstances:

(a) the validity of the travel permit has expired, or the validity period is less than three months, or although the validity period is more than three months, it is considered by the director of the identity certification bureau that there are special reasons;

(2) The visa page has been filled in;

(3) the cancellation is confirmed by the identity certificate bureau;

(four) damaged, stolen or lost, but the right holder shall declare;

(5) The identity information of the holder has changed.

Second, when replacing a tourist card, the applicant must submit the original tourist card. If it cannot be submitted, it must issue a written certificate that the facts have been reported to the police, and promise not to use the replaced tourist card and return it to the identity certificate bureau.

Article 19 Destruction

1. If the applicant does not receive the tourist card within six months from the date of issuance, the card will be destroyed. The applicant has no right to demand reimbursement of the fees paid.

Two, by the director of the identity certificate bureau to determine the method of destroying tourist cards and designate the person in charge.

Article 20 Expenses

1. The fee for issuing tourist cards is MOP 80 yuan.

Two, the fees referred to in the preceding paragraph include the application form and travel permit fees.

Article 21 Exemption of fees

If the applicant does not have the financial means, the Director of the Identity Certification Bureau may waive the fees stipulated in the above provisions on the basis of the supporting documents provided by him.

Article 22 the transitional system

Before the entry into force of this administrative regulation, the pass issued in Macao shall remain valid, but it shall not prevent it from being reissued according to the provisions of Article 18.

Article 23 Format of printed matter

Printed copies of tourist cards and personal data pages are provided by printing institutions designated by the government of the Macao Special Administrative Region, and their formats are attached as an integral part of this administrative regulation.

Article 24 comes into force.

This administrative regulation shall come into force as of 19991February 20th.
