Second, the existing problems (A) cultural work

2. Incomplete infrastructure and slow construction. 3. The environment is not optimized enough, and constraints occur from time to time. Some departments are not liberated enough, regardless of the overall situation of tourism, only concerned about the interests of departments, acting rigidly, and even the Belt and Road Initiative, which has affected the enthusiasm of investors in tourism projects. Traffic police, industry and commerce, taxation, health, quality supervision and other functional departments have not extended to key tourist towns, and banks have not set up offices in key tourist towns, which has brought great inconvenience to tourism enterprises and tourists. There are many mining enterprises in Shiyang and Xiangquan towns, and the damage to the natural environment is becoming more and more serious. Iii. Some Suggestions (1) on Cultural Work

2. Coordinate the layout of cultural construction in XX county. The government should increase the staffing and funding of professional tourism managers in tourism authorities and key tourist towns, and combine selection and introduction to effectively reverse the shortage of tourism professionals. Strengthen the training of existing tourism managers and employees, establish a high-quality talent team for the development of tourism in our county, and ensure the sustainable development of tourism in our county. According to the notification requirements of the Standing Committee of the Municipal People's Congress, on September 5 and 6, the Standing Committee of the County People's Congress organized resident and provincial people's congress representatives to conduct a special investigation on accelerating the flood control of the Chuhe River. The research team went deep into Shiyang Town and Shanhou Town, where the Chuhe River flows, and inspected the sections from Xubeimen to Tiandu Station, Yumin Xuji Station, Dongfeng Gate and Xiaowengji Station of Xinqiao in Shiyang Town, listened to the report of the town government on the flood control of the Chuhe River, and had a discussion with the local city and county people's congress representatives. Through in-depth investigation, they obtained first-hand information, understood the actual situation and listened to the voices of local people. Now they will investigate the situation.

I. Basic Overview of Chuhe River Basin in XX County Chuhe River is located in the north of XX County, bounded by Chuhe River in XX County, bordering Jiangpu County of Jiangsu Province and adjacent to XX County. The area of Chuhe River Basin in XX County is 3 18.55 km2, and the cultivated land157,000 mu. The administrative division of Chuhe River in XX County belongs to Shanhou and Shiyang Town with a population of103,000. The total length of the Chuhe River in XX county is 57.9 kilometers, including 45.9 kilometers in the Chuhe River section of XX county and the Xinhe River mouth section of Ma Xu in XX county 12.0 kilometers.

There are 13 polder areas in Chuhe River Basin, including 2 polder areas with an area of over 10,000 mu (Dadong polder and Jiulian polder area behind the mountain), 4 polder areas with an area of over 5,000 mu, and most of the rest are polder areas with an area of over 1000 mu. Second, the necessity of flood control in Chuhe River was investigated, and it was found that although the Chuhe River Basin in XX County was preliminarily rehabilitated and strengthened in 2 XXX-2 XXX, there were still many problems:

First, the standard of dike construction is not enough, and the overall standard of dike is low. At present, the crest elevation of Chuhe levee is 15.0- 16.0m, the area width is 3.0-6.0m, and the internal and external slopes are 1:2- 1: 3, and the internal and external slopes of some levee sections are lower than 1:2. Due to financial resources, borrow areas, dike construction and other reasons, dike standards are still insufficient. At altitude, there are nearly two thirds of dikes along Dashui Chuhe River and nearly1/2xxxxxxxxx along Sima River. In terms of the slope ratio of dikes, it is worrying that there are still many dangerous dikes on the Chuhe River, because buildings such as borrow areas and houses can only be added on the side near the water, and the slope ratio standard of the whole dike is not enough, and there is basically no platform on the back water slope.

Second, the residential areas on the embankment are concentrated, the trees are mixed, and the flood control ability is poor. According to statistics, there are 12 17 households, 6,228 houses and 800 toilets on the main dike of Chuhe River, with a construction area of nearly150,000 square meters. Because there are many buildings on the levee and the flood control roads are not smooth, it is difficult to guarantee materials in an emergency, and termites are easy to breed in people's living areas.

Thirdly, the culverts and sluices on the dikes along the river are mostly masonry structures, and they are very old. After decades of operation, there have been many problems such as the fracture of sluice floor, the inclination of sluice body, water leakage and so on. Almost all gates have culvert bottom sinking, and the aging of opening and closing equipment and gates leads to difficulty in opening and closing and serious leakage, which is a dangerous work and a flood control hidden danger of Chuhe levee and needs to be strengthened urgently. For example, the Dongfeng Gate in this investigation was built in the 1970s and is an old-fashioned manual gate. The gate is rusty and damaged, and it can no longer function. During the rainstorm of Typhoon No.8 this year, it was precisely because it was difficult to open the floodgates that the streets and farmland in Shanhou Town were seriously waterlogged.

Fourth, the drainage resistance of irrigation and drainage stations along the river is poor, and the mechanical operation is difficult. Most of the machinery has not been upgraded, the equipment is aging, and the computer room is dilapidated, which reduces the drainage standard and restricts the development of rural economy and the improvement of farmers' living standards. For example, Jiulianwei Power Station, Xiaowen Power Station and Yuminwei Station all involve the waterproof and drainage of farmland over 10,000 mu. Every year in flood season, due to the serious aging of machinery and insufficient power, the accumulated water in polder fields can not be discharged in time, causing serious disasters to crops. Among them, Jiulianwei Power Station was built in 1975 and has been in operation for more than 30 years. Now the machinery is aging and it is impossible to maintain the drainage. There are great losses almost every year. The benefit area of Jiulianxu Power Station is13,000 mu, and the grain yield is reduced by 5 million Jin due to waterlogging in normal years. In case of a big flood, the loss will be more serious. People complain about it. There is a local folk song, "Dangerous" Jiulianwei broke the power station, and as long as water was delivered, it smashed eggs. "

Fifth, termite damage has become a major safety hazard for dike safety in flood season. Termites along the Chuhe River are very harmful. The water level is about12.5m, and loose leaching and leakage can be seen everywhere. Only in the flood season this year, five leakage points were found on the levee of Shiyang Town, and the levee section with termites under high water level in flood season may cause the levee to break at any time.

It is precisely because of many problems existing in the Chuhe levee that the existing water conservancy projects in the Chuhe River can no longer meet the needs of flood control in the new period, and most of the water conservancy projects have lost their due effectiveness. The contradiction between the flood control standard of Chuhe River and the economic and social development of XX County has been very prominent, and the flood control of Chuhe River is imperative.

Third, the urgency of accelerating flood control in Chuhe River. After years of management, the flood control capacity of Chuhe River Basin has been improved to some extent, but the flood control standard in polder area is only once every five years, and the flood control capacity is still low. For a long time, floods have occurred frequently, and it took only four years from 2xxx to xxx. During the flood control period every year, the county has to invest a lot of manpower and material resources to rescue the Chuhe River, which costs a lot of manpower and financial resources year after year. Especially this year, under the influence of Typhoon No.8 "Phoenix", there was a torrential rain in the Chuhe River Basin of XX County, with the cumulative rainfall of 379 mm in Shanhou Town and 367 mm in Shiyang Town, which was one of the years with the largest short-term rainfall in the past 50 years. Many dikes in XX county of Chuhe River basin have collapsed, and large areas have been loosened, piping and other dangers. The flooded area reached 70,000 mu, which caused 50,000 mu of disasters, with an area of 6.5438+0.5 million mu, 50,000 people affected by the disaster, 4,320 people were transferred urgently, and 408 houses collapsed, which seriously restricted social and economic development. During the investigation, the research team deeply felt that the cadres and masses along the Chuhe River had long been looking forward to the flood control of the Chuhe River. People's congresses at all levels strongly call for speeding up flood control in Chuhe River. At the same time, local cadres and masses expressed their full support for the construction of the flood control project in the Chuhe River.

In order to reduce the threat of flood to protected areas, ensure the safety of people's lives and property, and maintain social stability and sustainable economic development, the research group believes that it is urgent to speed up the flood control of Chuhe River.

Four. Suggestions on Accelerating the Flood Control of the Chuhe River At present, the flood control planning of the Chuhe River Basin has been approved by the Ministry of Water Resources, and some preliminary work has been carried out, which provides a good prerequisite for the regulation of the Chuhe River Basin, and the time for the regulation of the Chuhe River is ripe. In order to further promote the regulation of the Chuhe River and speed up the construction of the flood control project of the Chuhe River, the research group puts forward the following suggestions:

1. Governments at all levels and water conservancy departments should, in accordance with the principles of flood control planning and priorities, constantly intensify their work, speed up the work progress, actively promote the preliminary work of flood control in the Chuhe River, strive to complete the national examination and approval projects next year, implement them as soon as possible, and comprehensively improve the flood control capacity in the Chuhe River Basin.

2. Governments at all levels should fully understand the importance of accelerating the flood control of the Chuhe River and put the flood control of the Chuhe River on the important agenda. 4. The flood control of Chuhe River should be based on comprehensive management and thorough management. It is necessary to completely change the previous situation of "treating the headache and treating the foot pain", change the situation that the Chuhe River Basin involves provinces, cities and counties in their own way, and give full play to the overall efficiency of flood control projects. 5. The comprehensive management of Chuhe River flood control project needs a lot of money, which is estimated to be 300 million yuan.
