The survey and design were mainly conducted by Jinan Bureau, and the Zhangbei Railway Expansion Office and Shengli Oilfield were also responsible for the survey and design. The original Zhangbei Light Railway acquired 4,447 acres of land at a cost of 56.9 yuan per mu. After the expansion of the Zhangdong branch, the land area was 10,000 acres.
