Rule: 1. Travel agencies engaged in outbound tourism business shall not organize tourists to travel to countries and regions other than China citizens' outbound tourism destinations announced by the tourism administrative department of the State Council. 2. Travel activities arranged or introduced by travel agencies for tourists shall not contain contents that violate relevant laws and regulations. 3. Travel agencies shall not require tour guides and tour leaders to receive travel teams that do not pay reception service fees or pay less than reception service fees, and shall not require tour guides and tour leaders to bear the relevant expenses for receiving travel teams. 4. When a travel agency attracts, organizes and receives tourists, the transportation, accommodation, catering, scenic spots and other enterprises it chooses shall meet the requirements of legitimate business qualifications and reception service capabilities. 5. Provisions on Entrusting Travel Business by Travel Agencies. If a travel agency needs to entrust tourism business, it shall entrust a travel agency with corresponding qualifications, obtain the consent of tourists, and sign an entrustment contract with the entrusted travel agency on receiving tourists, determine the service arrangements and standards for receiving tourists, and stipulate the rights and obligations of both parties. 6. During the travel itinerary, the travel agency and its appointed tour guides and tour leaders should remind tourists to abide by the civilized tourism convention and etiquette. 7. Travel agencies shall properly keep all kinds of contracts, relevant documents and materials for soliciting, organizing and receiving tourists as stipulated in the Regulations for inspection by tourism administrative departments at or above the county level. The preservation period of the above contracts, documents and materials shall not be less than two years. 8. Travel agencies should sign labor contracts and pay no less than the local minimum wage when hiring tour guides and tour leaders. 9. Travel agencies and their appointed tour guides and tour leaders shall not commit any of the following acts: (1) refusing to perform the obligations stipulated in the travel contract; (2) Change the itinerary arranged in the travel contract due to force majeure; (3) Deceiving or coercing tourists to shop or participate in sightseeing projects that need to be paid separately.
