Article 2 These regulations apply to the planning, construction, management and service activities of Guangzhou Nansha New Area (hereinafter referred to as Nansha New Area).

The scope of Nansha New Area is determined in accordance with the "Guangzhou Nansha New Area Development Plan". Article 3 The strategic positioning of Nansha New Area is to build a high-quality living circle in Guangdong, Hong Kong and Macao, a model of new urbanization, a new highland of modern industries dominated by producer services, a comprehensive service hub with world-leading levels, and a social management service innovation pilot zone. Create a comprehensive cooperation demonstration zone between Guangdong, Hong Kong and Macao. Article 4 Nansha New Area shall be constructed and developed in accordance with the principles of people-oriented, high-end development, reform and innovation, and shall be piloted in the aspects of economic system, cultural system, administrative system, social system and ecological civilization system, and accelerate the formation of institutional advantages. Article 5 The Municipal People's Government shall strengthen the leadership, overall planning and coordination of the development and construction of Nansha New Area and promote the scientific development of Nansha New Area.

The Municipal People's Government shall regularly report to the Standing Committee of the Municipal People's Congress on the construction and development of Nansha New Area. Article 6 The Nansha New Area Management Agency established by the Municipal People's Government is responsible for the planning, construction, management and services of Nansha New Area, and organizes the implementation of these regulations. Article 7 The Municipal People's Government shall give priority to Nansha New Area in terms of the layout of major industrial projects, infrastructure construction, ecological environment protection, public service supporting facilities, and relevant special fund investment. Article 8 All administrative departments of the Municipal People's Government shall promote the construction and development of Nansha New Area in accordance with their respective responsibilities, and the relevant district people's governments shall provide assistance.

If matters related to the construction and development of Nansha New Area need to be submitted to the administrative department of the people's government at or above the provincial level for review and approval by the administrative department of the Municipal People's Government in accordance with regulations, the administrative department of the Municipal People's Government shall give priority to the application for review and approval; For applications submitted directly to the administrative departments of the people's governments at or above the provincial level for approval by the Nansha New Area administrative agencies, the administrative departments of the municipal people's governments shall provide convenience and support. Article 9 If the local regulations formulated by this city are not suitable for the development of Nansha New Area, the Municipal People's Government may request the Municipal People's Congress or its Standing Committee to make a decision on its application in Nansha New Area or to amend the relevant local regulations.

The Municipal People's Government and the Nansha New District management agency should support and promote Nansha New District's pilot trials by formulating normative documents and other means. Chapter 2 Administrative Management and Services Article 10 The Nansha New District management agency exercises the corresponding management authority of the Municipal People's Government in Nansha New District and performs the following duties in accordance with the law:

(1) Formulated according to the needs of the construction and development of Nansha New District Relevant documents;

(2) According to the needs of work functions and in accordance with the principles of coordination, streamlining and efficiency, set up and adjust corresponding working institutions;

(3) Organize the preparation and implementation of Nansha New area master plan, review and approve regulatory detailed plans;

(4) Prepare Nansha New Area land use master plan, and implement management of Nansha New Area land use in accordance with the law;

(5) Manage Nansha The new area’s development and reform, economy and trade, science and technology and informatization, finance, human resources and social security, land, housing management, environmental protection, construction, auditing, state-owned assets supervision, planning, statistics, industry and commerce, education, health, civil affairs, intellectual property, tourism , agriculture, forestry, gardening, water affairs, etc.;

(6) Other duties stipulated in laws and regulations.

The Nansha New Area Management Agency shall, in accordance with the decisions of the State Council and its administrative departments, the Provincial People's Government and its administrative departments, exercise its administrative powers entrusted, delegated or otherwise delegated to the Nansha New Area Management Agency. .

The Municipal People's Government shall, within one year from the date of implementation of these Regulations, formulate a catalog of municipal approval authority and law enforcement authority to be exercised by the Nansha New Area Management Agency and clarify other specific administrative responsibilities and duties of the Nansha New Area Management Agency. The scope of public services and the responsibilities of the relevant administrative departments of the Municipal People's Government in Nansha New Area will be announced to the public. In principle, the municipal approval authority and law enforcement authority entrusted to the Nansha New Area management agency cannot be withdrawn. Article 11 The management agency of Nansha New Area shall rely on the people's government of the jurisdiction to implement administrative management and social governance, and explore and implement a governance model suitable for the comprehensive development of Nansha New Area. Article 12 The administrative agencies of Nansha New Area shall implement systems such as one-stop acceptance, centralized examination and approval, time-limited settlement, and tracking services when handling administrative examination and approval matters.

The management agency of Nansha New Area should further simplify the approval process, shorten the approval period, improve management efficiency and service levels on the basis of the approval time limit stipulated by this city, and establish an administrative operation mechanism that is clean, efficient, pragmatic and convenient for the people. . Article 13 Nansha New Area shall establish a decision-making advisory mechanism for major matters in Nansha New Area and establish a decision-making advisory committee. The composition, working procedures and working methods of the decision-making advisory committee shall be formulated by the Nansha New Area Management Agency and announced to the public.
