First, traffic control.

2. People who come to and return to the island in low-risk areas should report to their communities and units 48 hours in advance, strictly check the health code, travel code and 48-hour negative nucleic acid certificate, implement "landing" nucleic acid testing, conduct another nucleic acid testing within 48 hours, and stay indoors before the nucleic acid testing again.

3. Establish a closed-loop management mechanism for overseas returnees, implement 14-day home health monitoring for those who have returned from low-risk areas and have positive cases, and implement centralized monitoring for those who do not have the conditions for home health monitoring.
