How does the state stipulate the development of tourist attractions?

Since the reform and opening up, all kinds of private capital have entered the tourism industry, and the proportion of private capital in tourism investment has been increasing, and the comprehensive benefits have been continuously improved. It is of great significance to further play the important role of private capital in promoting the sound and rapid development of China's tourism industry. According to the Opinions of the State Council on Further Accelerating the Development of Tourism (Guo Fa [2009] No.41) and the Opinions of the State Council on Encouraging and Guiding the Healthy Development of Private Investment (Guo Fa [20 10] 13), we hereby put forward the following implementation opinions on encouraging and guiding private capital to invest in the development of tourism.

First, adhere to the all-round opening of tourism to private capital.

(1) Adhere to reform and opening up and give full play to the basic role of the market in allocating resources. Tourism is an open, inclusive and competitive industry. We should give full play to the basic role of the market in allocating resources, encourage all kinds of social capital to participate in the development of tourism fairly, encourage enterprises of all ownership to invest in tourism according to law, and unswervingly push forward the marketization process.

(2) Take private capital as an important force in the development of tourism. Give full play to the characteristics of flexible mechanism and quick decision-making of private capital, support private capital to enter tourism in all directions, effectively bridge the gap between supply and demand of tourism investment, continuously enhance the functions of strategic pillar industries, and improve people's satisfaction.

Second, encourage private capital to invest in tourism.

(3) Encourage private capital to rationally develop tourism resources. In accordance with the principle of adhering to strict protection and obeying protection, and under the guidance of scientific planning, private capital is encouraged to take various forms to rationally develop and sustainably utilize all kinds of material and intangible resources with tourism utilization value, such as geology, forests, scenic spots, water conservancy, cultural relics, city parks, science and education, industry and agriculture, wetlands, islands and oceans. Support and guide private capital to increase the development of tourism resources with regional characteristics in the central and western regions, poverty-stricken areas, ethnic minority areas and old revolutionary areas.

(4) Encourage private capital to operate and manage tourist attractions. Support private capital to set up professional scenic spot management enterprises. For scenic spots that are not explicitly prohibited by laws and regulations, private capital is allowed to participate in management in an appropriate way. For the tourist attractions formed by private capital's independence or participation in construction, their operating rights and interests should be effectively protected.

(5) Encourage private capital to develop various tourism products. Encourage private capital to give full play to its own advantages, develop ecotourism, forest tourism, business tourism, sports tourism, industrial tourism, medical and health tourism, cruise yacht tourism and other tourism products according to local conditions, rationally develop rural tourism products such as "farmhouse music" and leisure farms, guide private capital to participate in the construction of leisure and holiday belts around cities, and actively develop leisure and holiday tourism.

(6) Fully open the tourism service industry to private capital. Support private capital to set up travel agencies and other tourism service agencies. Break down the business obstacles that restrict cross-regional operation, promote the collectivization of large travel agencies, the specialization of medium-sized travel agencies and the networking of small travel agencies, and form a wholesale and retail division of labor system that meets market demand. Encourage private capital to use new technologies and develop tourism e-commerce. Implement the provisions of "allowing travel agencies to participate in government procurement and service outsourcing".
