Article 3 The act of using public funds to travel abroad (outside the country) as mentioned in these regulations refers to the act of organizing or participating in activities such as visiting and sightseeing outside the country (outside the country) by using public funds to pay all or part of the expenses without going abroad (outside the country) for official business. ; This includes the act of using public funds to travel abroad in disguised form without substantive official duties, in the name of inspection, study, training, seminars, investment promotion, exhibitions, conferences, etc. Article 4 Anyone who uses public funds to travel abroad will be given a demerit or a major demerit; if the circumstances are serious, he will be demoted or dismissed; if the circumstances are serious, he will be dismissed.

Whoever organizes travel abroad with public funds will be punished by demotion or dismissal; if the circumstances are serious, he will be dismissed. Article 5 Anyone who commits any of the following acts shall be given a warning or a demerit; if the circumstances are serious, he shall be given a major demerit or a demotion; if the circumstances are serious, he shall be dismissed from his post:

Article 6 Whoever organizes a cross-regional or cross-department group for profit to use public funds to go abroad (border) shall be given a demerit or a major demerit; if the circumstances are serious, he shall be demoted or dismissed; if the circumstances are serious, he shall be dismissed. . Article 7 Anyone who authorizes or agrees to extend the stay outside the country (territory) without authorization, arranges detours, or goes to countries (regions) or cities where official activities are not approved, causing adverse effects or economic losses, shall be given a warning, a demerit or a demerit. A major demerit will be recorded; if the circumstances are serious, a demotion or dismissal will be given; if the circumstances are serious, a dismissal will be given. Article 8 If the unit dispatched to go abroad (outbound) for business and the review and approval management department neglect their duties or abuse their power, resulting in the use of public funds to travel abroad (outbound), causing adverse effects or economic losses, they will be given a demerit or a major demerit; the circumstances If the situation is serious, the punishment will be demotion or dismissal; if the circumstances are serious, the punishment will be expulsion. Article 9 If any behavior of using public funds to travel abroad (overseas) that occurs in this region, this department, this system or this unit is not stopped or investigated and dealt with, causing adverse effects or economic losses, a demerit or a major demerit will be given; if the circumstances are more serious, , be given the sanction of demotion or dismissal; if the circumstances are serious, be given the sanction of expulsion. Article 10 Anyone who uses public funds to travel abroad shall be ordered to refund and compensate all expenses paid with public funds. Article 11 The procedures for disciplinary action and appeals against disciplinary action shall be in accordance with the "Administrative Supervision Law of the People's Republic of China", the "Civil Service Law of the People's Republic of China", the "Regulations on the Punishment of Civil Servants of Administrative Agencies" and other relevant laws and regulations. regulations.
