How to focus on rectifying illegal "day trips"?

In the summer of August, the tourist season has entered, and some new local tourism regulations are about to be implemented. On May 26th, the thirty-eighth meeting of the Standing Committee of the 14th Beijing Municipal People's Congress passed the Beijing Tourism Regulations (hereinafter referred to as the Regulations), which will take effect on August 1st, 217. The "Regulations" highlight the tourism characteristics of the capital, give play to the role of tourism in strengthening the core functions of the capital, and focus on solving three problems: enhancing the connotation of tourism culture, rectifying the order of the tourism market, controlling illegal "day trips" and improving the management of homestays.

According to the data of Beijing Tourism Commission, in 216, Beijing achieved a total tourism revenue of 52.1 billion yuan, up 9% year-on-year, and the total number of tourists was 285 million, up 4.6% year-on-year. The investment in tourism accounted for 9.4% of the total investment in fixed assets. Illegal "one-day tour", a chronic disease in Beijing's tourism market, has long been criticized by tourists. Combined with the characteristics of illegal "one-day tour" in Beijing, the Regulations define the concept of "one-day tour" and classify six kinds of illegal acts, including engaging in one-day tour business services without obtaining travel agency business license, tourist passenger business license and tour guide certificate; Distribute, hang, scribble and post advertisements for one-day tour products in public places without authorization; Using travel agencies, tourism distribution centers, public transportation and passenger transport enterprises and other names, using bus stop signs, the Internet, tourist maps and other media or in hotels, stations and other public places, publishing false information about one-day trips, and illegally soliciting customers; Attracting tourists at unreasonably low prices, and asking tourists for fees other than those stipulated in the contract during the travel itinerary, tricking, forcing or forcing tourists to participate in shopping activities or pay for travel projects separately; Change the itinerary or suspend service activities without authorization, and leave the group or guests; In the scenic area and its surrounding areas, chase and intercept tourists, ask for goods, and sell goods or services.

According to the Regulations, if hotel operators and their employees provide convenience for illegal day trips, the tourism administrative department shall order them to make corrections, impose a fine of 1, yuan to 1, yuan on the hotel operators, and impose a fine of 2, yuan to 2, yuan on the responsible persons.

at the same time, the relevant administrative departments of tourism, public security, environmental protection, health and family planning, industry and commerce shall, in accordance with their respective responsibilities, strengthen the service guidance, supervision and management of the daily business activities of the hotel according to the principles of simplifying procedures, benefiting the people and ensuring safety. B&B operators shall accept the supervision and management of the relevant administrative departments.
