Legal analysis: Wu Zunyou, the chief expert of China CDC, said that if 90% of the population in the United States is vaccinated to achieve group immunity, China and the United States may lift each other's travel bans before August and become the first countries in the world to resume free navigation.

Legal basis: Article 9 of the Law of People's Republic of China (PRC) on Exit and Entry Administration. China citizens shall apply for passports or other travel documents when leaving or entering the country.
