Preliminary calculations show that the province’s GDP was 1,511.03 billion yuan, an increase of 13.5%; fiscal revenue was 263.28 billion yuan, an increase of 27.6%, of which local fiscal revenue was 146.34 billion yuan, an increase of 27.3%; the total retail sales of consumer goods was 4,900.6 billion yuan, an increase of 18%; fixed asset investment was 1.21263 billion yuan, an increase of 27.6%; the per capita disposable income of urban residents was 18,606 yuan, an increase of 17.8%; the per capita net income of farmers was 6,232 yuan, an increase of 17.9%: 623,000 new urban jobs were created, The registered urban unemployment rate is 3.7%. Energy consumption per unit of GDP is expected to drop by about 3.5%, and in addition to nitrogen oxide emissions, the annual emission reduction task of major pollutants will be completed. The province's economic and social development has shown a good trend of rapid speed, optimized structure, improved efficiency, enhanced stamina, improved people's livelihood, and social harmony.

(1) Efforts will be made to implement the national macro-control policies and the economy will maintain sound and rapid development. We continued to expand effective investment, implemented the 861 Action Plan in depth, and promoted the construction of a number of key projects in terms of people's livelihood security, strategic emerging industries, transportation and other infrastructure. We strengthened the regulation of economic operations, took supporting the real economy as a key measure to stabilize growth, cleaned up and rectified enterprise-related charges, and worked hard to alleviate the development problems of enterprises, especially small and micro enterprises. The added value of industries above designated size increased by 21.1%, ranking first in the central region. The endogenous driving force for economic growth continues to increase, with private investment accounting for 65.5% of total investment, an increase of 2.1 percentage points. We will conscientiously implement the central government's policies and measures to encourage consumption, build a number of large-scale commercial circulation projects, and hold a series of economic and trade exchange activities to drive continued growth in consumption. Efforts were made to overcome the negative impact of the slowdown in external demand. The total import and export volume was US$31.34 billion, an increase of 29.1%, of which exports were US$17.08 billion, an increase of 37.6%. The proportion of exports of electromechanical and high-tech products further increased, and automobile export volume ranked first in the country. The role of financial support was strengthened, with new domestic and foreign currency loans of 245.61 billion yuan, and the loan balance increased by 21.2%. (3) Efforts were made to consolidate and strengthen the agricultural foundation, and new achievements were made in the work of agriculture, rural areas and farmers. (4) Efforts should be made to promote coordinated regional development and accelerate county economic development. We accelerated the reform of the fiscal, taxation and financial system, improved the county-level financial guarantee mechanism, strengthened budget performance management, implemented the national structural tax reduction policy, vigorously developed local financial institutions, and made breakthrough progress in the construction of regional financial back-end centers. We deepened the reform of the cultural system and initiated the transformation of non-current affairs newspapers and periodicals into enterprises. The National Cultural System Reform Work Conference was successfully held in our province, and the province and all provincial municipalities were rated as "National Advanced Areas for Cultural System Reform." Deeply expand cooperation with central enterprises and well-known private enterprises across the country, and achieve significant results in regional and international cooperation with the Pearl River Delta, Bohai Rim, central and western regions, Hong Kong, Macao and Taiwan. (6) Efforts will be made to ensure the improvement of people’s livelihood and comprehensive progress in various social undertakings. We will make the promotion of employment the top priority in people's livelihood work, further improve employment policies, vigorously promote entrepreneurship to drive employment, and focus on the employment of college graduates, rural migrant laborers, and urban residents who have difficulty finding employment. The coverage of social security has been expanded, and the social security system has been continuously improved. The five major insurances have exceeded their annual tasks, and the number of pilot counties (cities, districts) for urban and rural residents' pension insurance has reached 67. Fiscal expenditures were further tilted towards people's livelihood, with 46.8 billion yuan invested in 33 people's livelihood projects, an increase of 12.3 billion yuan over the previous year. Before New Year's Day and the Spring Festival, the government raised 1.15 billion yuan in special subsidy funds for people in need, benefiting more than 9 million people. We have further promoted the construction of the social security prevention and control system, severely cracked down on various illegal and criminal activities, and the people's sense of security and satisfaction have continued to improve. We successfully completed the task of supporting the restoration and reconstruction of Songpan County, Sichuan, and actively carried out assistance to Xinjiang and Tibet. We have solidly carried out national defense education, national defense mobilization, civil air defense and dual support and special care work. The achievements in the past year are hard-won and encouraging. But we are also clearly aware that there are still many difficulties and problems. Mainly: demand growth is slowing down, price increases are under great pressure, land and other factors and environmental constraints are tightening, some enterprises, especially small and micro enterprises, have difficulties in production and operation, and the foundation for maintaining sound and rapid economic development is still unstable; the agricultural foundation is still Weak, the core competitiveness of enterprises and the comprehensive competitiveness of industries are not strong, the proportion of strategic emerging industries is low, the development of the service industry is relatively lagging, the development of the non-public economy is insufficient, the tasks of energy conservation, emission reduction and ecological environment construction are arduous, and there is a long way to go to transform the economic development model; The basic public service system is not yet complete, and it is difficult for urban and rural residents' income to continue to grow rapidly. There is still a lot of work to be done in social construction and improving people's livelihood.
