Passport laws and regulations
Passport is a legal document issued by a country to prove the nationality and identity of its citizens when they enter and leave the country and travel or stay abroad.
The word passport means port pass in English. In other words, a passport is a passport for citizens to pass through international ports in various countries. Therefore, some countries in the world usually issue passes instead of passports.
The origin of the word "passport"
In the history of China, different historical periods have different names, such as symbol, transmission, transit, public inspection, registration, road permit, customs clearance documents, safety certificates, passes and temporary residence permits. In the Qing Dynasty, the word "passport" was translated into "passport" for the first time in 1845 according to the functions of passport identification, asking border inspection authorities to "protect" and "take care of" passports, and giving passports convenience and necessary assistance.
What are the types of passports?
At present, passports issued by most countries in the world can generally be divided into diplomatic passports, official passports and ordinary passports; Individual countries only issue one kind of passport (such as Britain); A few countries issue two kinds of passports (such as India and Pakistan); Some countries also issue four or five kinds of passports (such as the United States and France).
Our government issues three kinds of passports, namely diplomatic passport, official passport and ordinary passport.
What is a diplomatic passport?
Diplomatic passports are generally issued to people with diplomatic status, such as diplomatic officials, consular officials and heads of state, heads of government, members of parliament or members of government delegations going abroad for state activities.
According to international practice, the spouses and minor children of the above-mentioned persons generally also issue diplomatic passports. China's diplomatic passport has a bright red cover.
What is an official passport?
Official passport is a passport issued to national public servants, and some countries call it "official passport" of government officials. In addition, all countries issue such passports to staff members who have no diplomatic status in embassies (consulates) abroad and their spouses and adult children. There is a green cover for official passports outside China, and a black cover for official passports, which is equivalent to the past ordinary passports for business, and is different from the green cover for official passports.
What is an ordinary passport?
Ordinary passport refers to the passport issued to ordinary citizens (that is, ordinary people).
In China, there used to be two kinds of ordinary passports. One is an ordinary passport (black cover) for business, which is generally issued to graduate students, visiting scholars and engineering and technical personnel sent by the state. This passport is issued by the Ministry of Foreign Affairs or the local foreign affairs office. At present, the issuance of ordinary passports for business purposes has stopped. Those who need such passports are issuing ordinary passports for personal reasons or official passports with black covers. The other is an ordinary passport for personal reasons (with a purple cover), which is issued by the Ministry of Public Security or a local public security organ authorized by the Ministry of Public Security to domestic nationals who travel abroad or live abroad for personal reasons. Fill in the "China citizens to go abroad (border) application approval form" must be carefully and truthfully fill in one by one. "Name of the applicant", fill in my name;

Part III Extension of Passport Renewal
The ordinary passport currently used in China is valid for five years, and you can apply for two extensions of five years each time within six months before the expiration of the validity period.
Beijing has issued a new passport since July 6, 2000. Therefore, the old passport collected before July 18, 2000 will not be extended or added, and a new passport will be issued upon expiration. The fees for passport renewal are 200 yuan and 20 yuan.
Passport renewal:
When renewing your passport, you must submit a completed Application Form for Extension of Passport Renewal and photos that meet the requirements, and take special photos for passport digital scanning in the reception hall of the Exit-Entry Administration Office of Beijing Public Security Bureau. To apply for passport renewal, the following conditions must be met:
1, passport has been extended twice, and cannot be extended when it is about to expire;
2. The visa page of the passport has been used up;
3. The passport is unqualified;
4. If the passport is damaged, apply for renewal;
5. The passport has been altered and applied for renewal;
6. Other circumstances identified by the public security entry-exit administration organ.
When applying for passport renewal, you should pay attention to the following points:
1. If the name, date of birth and ID number are changed, the changed household registration book and ID card shall be presented.
2. If the damaged passport is applied for renewal, the Ministry of Public Security stipulates that the passport can be renewed after 3 months from the date of acceptance. The cost doubled to 400 yuan and 20 yuan.
3. If you change your passport and apply for renewal, you can only apply for renewal three months after the punishment is over. The cost doubled to 400 yuan and 20 yuan.
If the applicant wants to keep the visa on the original passport, he can merge the new passport with the cancelled original passport.
Add passport:
After the applicant applies for a passport, if the content of the information registration page changes and needs to be filled in, he must submit a complete application form for passport extension and a photo that meets the requirements. Raise the charges, 20 yuan. The specific requirements are:
1, marked with Chinese name, and the corresponding household registration certificate must be submitted;

4. Submit the original and corresponding copies of the loss report and cancellation statement, residence booklet and ID card, and apply for a replacement at the Exit-Entry Administration Office of Beijing Public Security Bureau.
Second, get lost abroad.
1. Submit the Travel Permit of the People's Republic of China issued by China's embassies and consulates abroad;
2. Submit the original residence booklet and ID card and the corresponding copy;
3. It will be reissued after verification by the Exit-Entry Administration Office of Beijing Public Security Bureau and the China Embassy or Consulate reporting the loss.
Third, long-term residence abroad, short-term return to China.

Part IV Application for Passport by Foreigners in Beijing
Foreign residents working in Beijing can apply for passports at the Exit-Entry Administration Office of Beijing Public Security Bureau. However, the scope and procedures of acceptance are strictly stipulated.
Scope of acceptance: Only temporary workers from other provinces (autonomous regions and municipalities directly under the Central Government) who have worked in "foreign-funded enterprises and overseas trading companies permanently in Beijing" for one year can apply for passports at their temporary residence if their enterprises need to go abroad. A person who has obtained a passport at the place where the account is registered may not obtain a passport at the temporary residence. The specific application procedures are as follows:
1, the original and photocopy of the business license of the enterprise;
2. The original and photocopy of the temporary residence permit that has lived in Beijing for more than one year;
3. The original and photocopy of the letter of appointment or contract of the enterprise (the senior management of the enterprise whose name is indicated in the photocopy of the business license is exempt from the letter of appointment or contract);
4. Enterprise dispatch letter (enterprise legal person can be exempted);
5. Original and photocopy of household registration certificate and ID card;
6. A certificate issued by the local police station that there is no illegal or criminal behavior during the temporary stay;
7. Opinions on going abroad issued by the original filing unit (opinions can be issued on the application form or an official letter can be issued separately);
8. Overseas invitation letter and its Chinese translation;

Examination and approval procedures: After accepting the application, the public security organ must go to the public security organ where the applicant's permanent residence is located for verification. When to get your passport, wait for the notice. This application cannot be expedited.
