Regulations of Chongqing Municipality on Tourism (revised on 20 16)

Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of tourists and tour operators, standardize the order of the tourism market, protect and rationally utilize tourism resources, and promote the sustained and healthy development of tourism, these Regulations are formulated in accordance with the Tourism Law of the People's Republic of China and other laws and administrative regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to tourism activities within the administrative area of this Municipality, business activities of providing relevant services for tourism activities and relevant supervision and management activities organized by this Municipality outside the city. Article 3 The development of tourism should follow the principle of integrating social benefits, economic benefits and ecological benefits, and advocate a healthy, civilized and environmentally friendly tourism mode. Article 4 The people's governments of cities, districts and counties (autonomous counties) shall strengthen the organization and leadership of tourism work, incorporate tourism development into the national economic and social development plan, establish a comprehensive coordination mechanism for tourism work, and coordinate and solve major problems in tourism development, tourism image enhancement, tourism public service and comprehensive supervision of the tourism market.

The township (town) people's governments and sub-district offices where scenic spots, tourist resorts and rural tourism are located shall cooperate with relevant departments to do a good job in tourism in this area. Fifth city, county (Autonomous County) tourism authorities responsible for the comprehensive coordination and supervision of tourism development within their respective administrative areas, and to guide and supervise the tourism business activities.

The relevant departments shall, according to their respective responsibilities, do a good job in the development, supervision and management of tourism. Article 6 Tourism industry organizations shall implement self-discipline management, provide services to their members, safeguard the legitimate rights and interests of the industry and the order of fair competition, and accept the guidance and supervision of the tourism authorities. Chapter II Tourism Development and Promotion Article 7 The people's governments of cities, districts and counties (autonomous counties) shall formulate and organize the implementation of industrial policies and measures conducive to the sustained and healthy development of tourism, improve the development environment of tourism, realize the informationization of tourism, and promote the integrated development of tourism and related industries.

City, county (Autonomous County) people's government should adjust measures to local conditions, highlight the characteristics, and promote global tourism. Eighth city, county (Autonomous County) people's government shall, according to the needs of tourism development, arrange special funds for tourism development in the annual budget.

The people's governments of cities, districts and counties (autonomous counties) shall support the construction funds of supporting facilities such as road traffic, safety and security, environmental sanitation, water supply and power supply, and natural and cultural heritage protection. Article 9 The people's governments of cities, districts and counties (autonomous counties) encourage social funds to invest in tourism infrastructure, supporting facilities construction and environmental transformation.

When a scenic spot is newly built or rebuilt, facilities such as roads, communications, power supply, water supply, lighting, catering, accommodation, entertainment, shopping, fire protection, safety, medical care, sanitation, public toilets, parking, electric vehicle charging, barrier-free facilities and self-driving RV camps should be improved according to the planning requirements, so as to improve the reception capacity and service quality of the scenic spot. Article 10 The people's governments of cities, districts and counties (autonomous counties) shall guide financial institutions to innovate and develop credit products and models that meet the characteristics of tourism, and increase credit support for tourism.

Encourage and support tourism enterprises to face capital market financing in accordance with relevant state regulations, and expand tourism investment and financing channels. Encourage and support insurance institutions to innovate travel insurance products and services. Eleventh city, county (Autonomous County) people's government should promote the construction of tourism information in their respective administrative regions.

Tourism authorities shall establish a system of tourism statistics, tourism information collection and release, and provide accurate and timely tourism information services.

Tourism authorities should provide free information and consulting services for tour operators and tourists in transportation hubs, commercial centers and tourist concentration places, and timely release tourist information such as tourist flow, tourist flow restriction measures, transportation, meteorology and accommodation in major scenic spots during the tourist season. For natural disasters, epidemic diseases or other situations that may endanger the personal and property safety of tourists at home and abroad, the tourism authorities shall timely issue early warning information to tourism operators and tourists. Article 12 This Municipality implements standardized management of tourism services. Where there are no national standards and industry standards for tourism service activities involving personal and property safety, the municipal standardization department shall, jointly with the tourism department or relevant departments, formulate local standards and organize their implementation.

The products, services and facilities provided by tour operators shall comply with the provisions of laws, regulations and mandatory standards.

Encourage tourism operators to formulate enterprise standards that are stricter than national standards, industry standards and local standards. Thirteenth tourism authorities should organize tourism image publicity and major tourism promotion activities within their respective administrative areas. Fourteenth encourage educational institutions to cooperate with tourism enterprises, develop key majors, set up training bases, and cultivate and introduce tourism talents.

Tourism authorities and relevant departments should strengthen the professional quality training of tourism operators and employees, organize and carry out training on tourism service norms, standards and skills, and improve the quality of tourism services. Article 15 Tourism operators are encouraged to rely on the social resources of this Municipality to develop tourism products and innovate cultural tourism, hot spring tourism, cruise tourism, exhibition tourism, sports tourism, rural tourism, research tourism, go on road trip, health tourism, industrial tourism and urban tourism, so as to realize the integrated development of tourism and related industries.

Encourage the use of relevant professional conferences, exhibitions, fairs, scientific and technological exchanges, sports events, cultural performances, ethnic festivals, ethnic folk culture and other activities to carry out tourism promotion and marketing, and promote the development of tourism.
