Article 1. Article 2 These regulations shall apply to the development of tourism within the administrative region of autonomous prefectures, tourism planning, tourism resource protection, tourism operations and tourism activities, and related supervision and management. Article 3 The development of tourism shall follow the principles of government leadership, social participation, diversified investment and market operation, adhere to the combination of development and utilization of tourism resources with effective protection, unify economic benefits, social benefits and ecological benefits, and highlight local characteristics and national characteristics. . Article 4 People's governments at the state and county levels shall incorporate tourism into the national economic and social development plans and annual plans, and cultivate and develop it as a pillar industry. Article 5 The people's governments at the state and county levels shall establish special funds for tourism development, include them in the fiscal budget, and gradually increase them according to the needs of tourism development.
Encourage enterprises, institutions, social groups and individuals to donate funds to develop the tourism industry. Donated funds enjoy preferential tax treatment in accordance with relevant laws and regulations and are included in special funds for tourism development for management and use.
Special funds for tourism development will be established in a special account and earmarked funds will be used exclusively. Article 6 The people's governments at the state and county levels shall strengthen leadership over tourism development, establish a comprehensive coordination mechanism, formulate tourism development policies and measures, and supervise the implementation of major tourism development issues. Article 7 The tourism administrative departments of the people's governments at the state and county levels are responsible for tourism management, supervision and service within their respective administrative regions. Article 8 The development and reform, finance, planning, transportation, housing and urban and rural construction, public security, culture, ethnic and religious, health, agriculture, forestry, water conservancy, land, environmental protection and other relevant departments of the people's governments at the state and county levels shall, in accordance with their respective responsibilities , promote the sustainable development of tourism. Article 9 The tourism administrative departments of the people's governments at the state and county levels shall establish a tourism information network management system, a holiday tourism forecast system and a tourism warning information release system to release relevant tourism information to the public. Set up tourist information multimedia in airports, stations, docks, squares, scenic spots (spots), tourist distribution centers and other places where tourists are relatively concentrated to provide consulting services for tourists.
Public media such as radio, television, newspapers, and government portals should set up tourism columns, carry out tourism publicity, and provide tourists with transportation, weather and other information services. Article 10 The tourism development plan shall adhere to the combination of protection and rational development of tourism resources, adapt measures to local conditions, be low-carbon and environmentally friendly, highlight natural heritage, intangible cultural heritage, geological landscapes, and green ecological characteristics, and give full play to local ethnic cultural diversity and natural environmental ecology. Advantages, integrate tourism resource elements, improve tourism brand quality, clarify the overall tourism image and tourism culture promotion themes, and participate in cross-regional tourism cooperation and development.
The preparation and adjustment of urban construction master plans, land use plans, infrastructure plans, and village and town plans should be consistent with tourism development plans. Article 11 Tourist transportation lines and supporting service facilities should be included in the unified planning and construction of urban and rural transportation networks. Article 16 The people's governments at the state and county levels may invest in and finance the tourist attractions (spots) with mature conditions, such as operating rights, project franchise rights, charge mortgage rights, etc., and jointly develop tourist attractions through joint ventures or cooperation. Except where prohibited by laws and regulations.
If any unit or individual fails to carry out development and operation without justifiable reasons within 2 years from the date of obtaining the land use rights of a tourist attraction, its land use rights will be unconditionally withdrawn by the original approving authority.
Encourage investment in the development of tourism resources, and provide preferential policies and support to units and individuals that build tourism development zones, key tourist attractions, and engage in business activities.
