The top of the building is double-layered and octagonal. The bottom floor is a hall with a spiral iron ladder leading up to the top. There are giant clocks on the fourth floor of the building, and the sound is loud and resounds throughout the city. In the bottom hall stands a huge stone monument 5 meters high and 1.3 meters wide on all sides.
