Progress of Guiyong Expressway
On June 24, 2009, the city’s transportation project construction scheduling meeting was held. The meeting requested that departments at all levels in the city should step up their workload, take extraordinary measures, and vigorously promote the construction of transportation projects.
Since the launch of this year’s citywide transportation construction competition, project construction has been progressing smoothly. At present, the construction of four expressways including Xiarong, Henlin, Yueru, and Yifeng have all started ahead of schedule. The Jiaxing-Xinjiang Highway has been completed and opened to traffic. The construction of 10 trunk roads including the 107 National Highway Ring Line, Yong'an, and Ruguang is in full swing. Construction of three main highways, including 10,000, is about to begin. All 22 projects of rural and interconnected roads have been launched and 70 kilometers of cement pavement have been completed. The smooth road to village project has completed 620 kilometers of cement pavement.
Liao Yuegui, member of the Standing Committee of the Municipal Party Committee and Minister of the Organization Department of the Municipal Party Committee, emphasized that the city’s transportation construction campaign has achieved remarkable results and has received great attention and strong support from the Provincial Party Committee and the Provincial Government. It has been widely promoted as an advanced model throughout the province and we must take advantage of the momentum. On top of that, we work hard to ensure the successful completion of various goals and tasks. Governments at all levels and relevant departments must strictly follow the principle of territorial responsibility and the requirements of the target responsibility letter, proactively coordinate services, and resolutely and promptly crack down on unreasonable interruptions and disturbances that damage the construction environment. It is necessary to vigorously raise funds for transportation construction, establish a financing platform, and it is strictly prohibited to misappropriate construction funds. We must pay close attention to project quality and safety, accelerate project construction, and complete preliminary work such as planning and demonstration of the Gui-Yong Expressway to ensure that construction starts within the year.
Deputy Mayor Shou Jianzhong chaired the meeting and pointed out that concerted efforts should be made to strengthen supervision and coordination to further speed up the construction of transportation projects in the city. All departments must give strong support and give the green light to the transportation construction period as always, so as to make approvals and reports whenever they arrive. It is necessary to optimize the construction plan, seize sunny days, cloudy days, and rainy days, and work overtime to make progress. It is necessary to carry out centralized rectification activities of the construction environment, promptly solve the problem of insufficient construction funds, and speed up the completion of pole and line relocation.
On the morning of August 5, 2009, Chenzhou City held an on-site office meeting for the construction of the Chenzhou (Guidong) to Yongzhou Expressway to study the highway planning scheme and line direction issues. Liao Yuegui, member of the Standing Committee of the Municipal Party Committee and Director of the Organization Department of the Municipal Party Committee, attended the meeting and delivered a speech.
The Chenzhou (Guidong) to Yongzhou Expressway is the main economic trunk line in the east-west direction of Chenzhou and Yongzhou. It starts from Guidong County in the east and ends at Xiaotangpu of Yongzhou Yonglan Expressway in the west, crossing Chenzhou. It passes through Zixing, Suxian, Beihu, Guiyang and other counties and cities, and is connected to Xia-Rong Expressway through the construction of Chenzhou West Ring Line near the central city of Chenzhou. The main line is planned to be more than 200 kilometers long, with a total investment of more than 17 billion yuan. After the highway is completed, the distance between Chenzhou and Yongzhou can be shortened by 30-80 kilometers, and the distance between Chenzhou and Jinggangshan can be shortened by 151 kilometers. At present, after active efforts by the municipal party committee, municipal government and transportation department, the Provincial Department of Transportation has basically agreed to include the highway in the "Eleventh Five-Year Plan" construction plan in advance. The Provincial Transportation Planning, Survey and Design Institute has completed the "Chenzhou (Guidong) to Yongzhou Expressway" Highway Engineering Project Proposal".
On December 25, 2013, good news came from Chenzhou. The city held an on-site work meeting to start the construction of the Guidong to Xintian Expressway (Chenzhou Section), making it clear that large-scale substantial construction would be carried out before the National Day in 2014. Construction has started and is expected to be completed and open to traffic in 2017.
Guixin Expressway (Chenzhou Section) is the new "No. 1 Project" in Chenzhou City. It starts from Zhaiqian Township, Guidong County in the east, passes through Zixing City and Suxian District, and ends in Yutian, Guiyang County in the west. The junction of township and Xintian County. The road has a total length of 162 kilometers, with four lanes in both directions, and a total of 12 interchanges. The total investment in the project is approximately 14.62 billion yuan. The project is constructed using the BOT model, and a strategic cooperation agreement has been signed with the intended investors. All preliminary work is currently being carried out in an orderly manner.
Guixin Expressway is the eastern section of Guiyang Expressway. After the completion of the Gui-Yong Expressway, it will improve the weak east-west traffic situation in southern Hunan, promote the integration and quality of the "Red Triangle" tourism economic circle of Hunan, Guangdong and Jiangxi, and facilitate the integration of Chenzhou and Yongzhou into Haixi, the Pearl River Delta and Guangxi The regional economic development circle will drive the rapid economic development of underdeveloped regions along the highway.
