Article 2 These regulations apply to the planning, protection, utilization, construction and management of Xiangyang Ancient City. Article 3 The ancient city of Xiangyang referred to in these regulations refers to the historical urban area enclosed by the city wall and moat of Xiangyang.

The protection scope of Xiangyang Ancient City is bounded by the south bank of the Han River in the north, the outer coast of the moat in the west and south, East Huancheng Road in the east, and Zhakou Road in the northeast corner. Article 4 The protection and management of Xiangyang Ancient City follows the principles of protection priority, scientific planning, strict management, and rational utilization. Article 5 The Municipal People's Government is responsible for the protection and management of the ancient city of Xiangyang. It shall incorporate the protection of the ancient city of Xiangyang into the city's national economic and social development plan and land and space planning, clarify the division of responsibilities among departments, and formulate and publish a list of powers and responsibilities for the protection and management of the ancient city of Xiangyang.

The People's Government of Xiangcheng District should do a good job in the protection and management of the ancient city of Xiangyang.

The Xiangyang Ancient City Management Committee is specifically responsible for the daily protection and management of Xiangyang Ancient City.

The competent departments of natural resources and planning, culture and tourism, housing and urban and rural construction, ecological environment, urban management and law enforcement, market supervision, water conservancy and lakes, emergency management, public security, and transportation shall perform their duties in accordance with their respective responsibilities. Work related to the protection and management of ancient cities. Article 6 The Municipal People's Government has established an expert advisory committee for the protection of the ancient city of Xiangyang, which is responsible for evaluating and demonstrating major matters such as the ancient city protection plan, the preparation and adjustment of the protection list, the repair and construction management of the ancient city, and providing decision-making advisory opinions. Article 7 The Municipal People's Government and the Xiangcheng District People's Government shall arrange funds for the protection of Xiangyang Ancient City based on the actual situation and include them in the fiscal budget of the same level respectively. Article 8: Any unit or individual has the obligation to protect the ancient city of Xiangyang, and has the right to discourage and report acts that damage the ancient city.

Encourage units and individuals to participate in the protection of ancient cities in accordance with the law through donations, funding, setting up funds, providing technology, volunteer services, or conducting cultural research and exchanges.

The Municipal People's Government shall commend and reward units and individuals that have made outstanding contributions to the protection of ancient cities in accordance with relevant national regulations. Article 9 The Municipal People’s Government, the People’s Government of Xiangcheng District and relevant departments shall organize and carry out publicity and education activities on ancient city protection, popularize knowledge on ancient city protection, and enhance the public’s awareness of ancient city protection. Chapter 2 Planning and Protection Article 10 The Municipal People's Government shall, in accordance with the land space planning, the historical and cultural city protection plan and the Xiangyang City Wall Protection Plan, organize the preparation of the Xiangyang Ancient City protection and utilization plan, the Xiangyang Ancient City regulatory detailed plan, and formulate the Xiangyang Ancient City protection plan and utilization planning phased implementation plan.

Special plans involving tourism, environmental protection, transportation, municipal administration, fire protection, water conservancy, gardens, etc. in Xiangyang Ancient City should be connected with the protection and utilization plan of Xiangyang Ancient City. Article 11 When preparing a plan for the protection and utilization of Xiangyang Ancient City, opinions from all walks of life should be fully listened to, submitted to the Xiangyang Ancient City Protection Expert Advisory Committee for demonstration, and submitted to the Xiangyang Ancient City Protection Expert Advisory Committee for approval in accordance with the law before being announced and implemented.

Before submitting the plan for the protection and utilization of Xiangyang Ancient City for approval, it shall be submitted to the Standing Committee of the Municipal People’s Congress for review.

The Xiangyang Ancient City protection and utilization plan approved in accordance with the law shall be strictly implemented and shall not be modified without authorization. If modification is really necessary, the municipal natural resources and planning department shall submit a modification demonstration report, and after approval by the original approval authority, submit it for approval in accordance with the original approval procedures. Article 12 Within the protection scope of Xiangyang Ancient City, no new construction or expansion activities shall be carried out except for the implementation of projects determined by the Xiangyang Ancient City protection and utilization plan, as well as necessary infrastructure and public service facilities.

Construction activities within the protection scope of Xiangyang Ancient City should comply with relevant laws and regulations, comply with the requirements of Xiangyang Ancient City protection and utilization planning, and must not exceed the control indicators determined by the relevant planning, and must not destroy the traditional pattern and historical features of the ancient city. .

Construction activities in certain areas around the protection scope of Xiangyang Ancient City should comply with the protection and utilization plan of Xiangyang Ancient City, and maintain coordination with the overall style of the ancient city in terms of height, volume, color, style, etc. Article 13 If the existing buildings, structures and other facilities within the protection scope of Xiangyang Ancient City do not meet the requirements of the Xiangyang Ancient City protection and utilization plan, they shall be renovated or demolished in accordance with the law upon departmental identification, expert review and the decision of the Municipal People's Government.

Article 14 The protection objects of Xiangyang Ancient City mainly include:

(1) The traditional pattern, overall historical style, spatial scale and city wall and river system of Xiangyang Ancient City, as well as the natural landscape and ecological environment that are interdependent with Xiangyang Ancient City ;

(2) Xiangyang North Street, Green Shadow Wall Alley and other historical areas;

(3) Xiangyang City Wall, Xiangyang Palace Green Shadow Wall, Xiangyang Xuegong Dacheng Hall, Xiangyang Qiao Tower, Cultural relics protection units such as Xiangfan Wharf and immovable cultural relics that have not yet been approved and announced as cultural relics protection units; (4) Zhaoming Terrace, Shan's former residence and other historical buildings and industrial heritage buildings with protective value, protective Architecture;

(5) Traditional dwellings, ancient inscriptions, ancient wells, ancient and valuable trees, and other sites and monuments with historical and cultural value;

(6) Ancient buildings Names of streets and alleys, names of historical buildings;

(7) Traditional literature and art, traditional skills, traditional customs and other intangible cultural heritage;

(8) Other objects that need to be protected.
